JAKARTA - Political observer of the Citra Institute, Efriza, said that the transformation of the Internal Government Oversight Apparatus (APIP) was urgently needed so that oversight of regional heads would be more independent and courageous without bureaucratic obstacles.

According to him, the transformation of the APIP to be more independent and courageous in supervising regional heads without being shackled by bureaucratic obstacles, must also be supported by regulations that minimize the discretion of regional heads so that in the process the control room for regional heads' political games is shrinking drastically.

"As long as APIP is still in a structure that depends on the regional head, the culture of ewuh pakewuh will continue, so that the function of supervision tends to be compromised, ineffective, and also does not reflect the value of success in managing the government by the regional head," said Efriza, Sunday, February 1.

He assessed that strengthening independence, legal protection, and direct access to law enforcement agencies were essential to making APIP work more objectively. Without this transformation, internal oversight will only be an administrative formality.

"It's just that the awareness of the weaknesses of APIP, as well as the weaknesses of the Ministry of Home Affairs' supervision, has been realized or not, it is believed that changes are needed or left alone, this is also the problem. Because, it is believed that the Ministry of Home Affairs has already pocketed and knows the causes of corrupt behavior due to weak supervision, but this awareness does not seem to be considered for a strengthening solution, except for mere confusion, the regional heads are still being arrested by the KPK," he explained.

Efriza said the government should be able to consider the results of the ICW research which asked the government to redesign the internal oversight function in areas that are separate from the authority of the local government. This is important to make the oversight function more optimal and free from the interests of regional heads.

"The government can look at the private sector, where there is a term of three lines of defense. First, supervision by managers and internal finance. Second, supervision by internal audit. Third, supervision by external audit. If these three layers of anti-corruption defense are not successful, then law enforcement is the last resort," he said.

As is known, Pati Regent Sudewo and Madiun Mayor Maidi, added to the list of regional heads who were arrested by the Corruption Eradication Commission (KPK). Previously, there were already Lampung Tengah Regent Ardito Wijaya, Ponorogo Regent Sugiri Sancoko, Riau Governor Abdul Wahid, East Kolaka Regent Abdul Azis and Bekasi Regent Ade Kunang, who were entangled in corruption cases.
