BANDA ACEH - The Aceh Women and Children Protection Commission (KPPAA) asked the police to ensnare perpetrators of sodomy against minors in Lhokseumawe City using the Child Protection Law, not the Qanun (regional regulation) on the Jinayat Law.
"KPPAA encourages the police to handle perpetrators and victims with the Child Protection Law, not with the Qanun Jinayat," said KPPAA Commissioner Firdaus Nyak Idin in Banda Aceh, quoted by Antara, Monday, May 31.
Previously, the police arrested a young man for allegedly sexually harassing a minor by means of sodomy in the toilet of the Islamic Center Mosque in Lhokseumawe City.
Now, the perpetrator with the initials AM (21) has been secured to the Lhokseumawe Police for further investigation.
Firdaus said that if the perpetrator of the abuse was ensnared with the qanun jinayat, the victim who had been sodomized several times would have the potential to become a perpetrator in the future if there was an element of willingness, because the rehabilitation process was not complete.
Meanwhile, with the Child Protection Law, said Firdaus, children who become victims are still considered victims, so they must receive complete treatment and rehabilitation.
"Because without complete rehabilitation, children who are victims of sodomy throughout their lives tend to become perpetrators. Especially after it is known that the perpetrators were also victims," he said.
In addition, Firdaus continued, KPPAA also asked the local government in Aceh to be really responsive in handling and providing rehabilitation to victims of sexual harassment as soon as possible.
"We also ask the police to investigate the possibility of other victims, including tracing existing victims, or who may have been the perpetrators with other victims," said Firdaus.
