Projo Refuses Polri's Proposal Under the Ministry

JAKARTA - The Prabowo-Gibran supporting organization, Projo, considers that placing the National Police under a certain ministry will actually create new problems in the effectiveness of maintaining security, public order, and law enforcement.

"We reject the proposal for the National Police to be under the ministry, whatever the name of the ministry," said Secretary General of the DPP Projo, Freddy Damanik in Jakarta today, Thursday (29/01/2026).

The discussion of placing the National Police under a certain ministry emerged in the meeting between the National Police Chief and Commission II of the DPR on January 26. At that time, National Police Chief General Listyo Sigit Prabowo revealed that there was a proposal for the National Police to be under a certain ministry. The National Police Chief also rejected the discussion in the meeting.

Freddy stated that Projo supports the National Police Chief General Listyo Sigit who firmly rejected the proposal for the National Police to be under the ministry.

He explained that constitutionally, the role of the National Police is regulated in the 1945 Constitution. In the Constitution Article 30 Paragraph 4 it is emphasized that the National Police is a state instrument that is tasked with maintaining public security and order as well as law enforcement. Therefore, the transfer of the structure of the National Police or its institutions under certain ministries must be preceded by a constitutional amendment.

According to Freddy, the phrase "instrument of the state" in Article 30 Paragraph 4 of the 1945 Constitution shows that the National Police is not in the sectoral or administrative structure of a certain ministry. The neutrality and professionalism of the National Police will even be threatened if it is under a certain ministry.

"The state apparatus or the National Police should remain responsible to the highest authority of the executive, namely the President of the Republic of Indonesia," he said.

Freddy Damanik revealed that what is needed is the strengthening of the functions and services of the National Police in maintaining public security and order. The challenges faced today are not appropriate if answered by changing the institutional and structural Police to be under the ministry.

Projo does not see the urgency of moving the functions and structures of the National Police to be under the ministry. The goal that wants to be achieved is more on trying. Meanwhile, on the other hand, there is no problem in the effectiveness of the National Police in carrying out its duties and functions.

Projo also sees that the President's control over the National Police is actually kept away with the proposal for the National Police to be under the ministry. Structural cawe-cawe and actors against security functions are even wide open if the proposal is realized.

"Strengthening and improvement are indeed needed. Many institutions are also facing similar challenges," said Freddy Damanik again.
