SINGKAWANG - The Government of Singkawang City, West Kalimantan, has set safety and health standards for city tourist transportation through the legalization of odong-odong operations, as well as requiring entrepreneurs who still use three-wheeled vehicles to switch to four wheels to ensure passenger safety.
The policy is contained in the Decree of the Mayor of Singkawang Number 514 of 2025 dated December 1, 2025 concerning the determination of safety-standard tourist transportation, which is the legal umbrella for the management and supervision of the operation of odong-odong in the Singkawang City area.
Head of the Singkawang City Transportation Office, Eko Susanto, said the regulation aims to provide legal certainty for business actors while increasing the safety and health protection of the public for tourist transportation services.
"This Mayor's Decree confirms that city tourism transportation has been legalized, but the odong-odong entrepreneurs must meet the technical standards of vehicles that are roadworthy, administrative completeness, as well as aspects of passenger safety and security," said Eko when contacted in Singkawang, Antara, Sunday, January 25.
One of the main provisions in the regulation is the obligation to use four-wheeled vehicles which are considered more stable and safe than three-wheeled vehicles, especially for transporting children and family passengers.
The Singkawang City Government has provided a transition period until March 31, 2026 for all tourism transportation business actors to adjust vehicles and operations in accordance with applicable regulations. Law enforcement will begin to be applied on April 1, 2026 to vehicles that still violate the rules.
"We prioritize socialization first, especially to three-wheeled odong-odong entrepreneurs to immediately switch to four wheels. If after the deadline there are still violations, action will be taken until the vehicle is removed," he said.
To ensure the optimal implementation of the policy, the Singkawang City Transportation Office collaborates with the TNI and Polri in supervising the operational supervision of tourist transportation. Supervision is carried out through the formation of a joint team with the Singkawang Police Traffic Unit.
Eko added that the cooperation with Kodim 1202/Singkawang was carried out because in the Mayor's Decree, Tarakan Field had been designated as a terminal or official gathering point for tourist transportation, which is the asset of the Kodim.
"In addition to technical vehicle supervision, traffic arrangements and operational points are also carried out with the police so as not to interfere with order and safety on the road," he said.
KBO Satlantas Singkawang Police Chief Ipda John Robby Sulu said his party supported the policy through socialization and education to the public regarding the importance of safety in choosing tourist transportation.
"Through the Security and Safety Unit, we will provide education, both through the media and directly, so that the public understands the risks of using vehicles that do not meet safety standards," he said.
Meanwhile, the Head of the Intelligence Section of the 1202/Singkawang Military Command, Captain Inf Taufik Wiramansyah, confirmed that Tarakan Field was designated as the only official location for passengers to board and disembark tourist transportation, except for special charter services.
"The odong-odong terminal is only at Tarakan Square. People who want to use tourist transportation to travel around Singkawang should gather at that location," he said.
