JAKARTA - The Minister of Higher Education, Science, and Technology Brian Yuliarto officially signed Minister Regulation Number 52 of 2025 concerning the Profession, Career, and Income of Lecturers.
Brian said that this regulation is an improvement and strengthening of the previous regulation regarding the profession of lecturers. The regulation consolidates various good practices that have been running, as well as presenting updates to answer the increasingly complex and competitive dynamics of higher education.

According to him, the Ministry of Education and Technology Decree Number 52 of 2025 provides legal certainty for the profession, career development, and income of lecturers within a unified policy framework.
Brian explained that this regulation emphasizes four main competencies of lecturers, namely pedagogy, personality, social, and professionalism, as the foundation for improving the quality of learning, research, and service to the community.
"Improving the welfare of lecturers must go hand in hand with improving their quality and professionalism," he said.
In the regulation, the income of lecturers is regulated more clearly and fairly. In addition to the basic salary and attached allowances, lecturers are entitled to professional allowances, functional allowances, special allowances, honor allowances, and additional benefits in accordance with the provisions of laws and regulations.
Permendiktisaintek 52/2025 also clarifies the criteria for lecturer certification in a more measurable and transparent manner, which is positioned as an instrument for ensuring quality and recognition of lecturer professionalism.
In addition, the development and promotion of lecturer careers are regulated more systematically and sustainably, covering civil servants and non-ASN lecturers, with the principle of fairness and performance-based.
