JAKARTA - The National Human Rights Commission (Komnas HAM) has held a "pilot project" of human rights assessment in two local governments (Pemda) which are representative of western Indonesia and eastern Indonesia, resulting in "sufficient" and "high" assessments.
Komnas HAM Chairman Anis Hidayah said the two administrations that were judged were the Wonosobo Regency Government, Central Java, as a representation of the west, and the East Manggarai Regency Government, East Nusa Tenggara, as a representation of the east.
"We also appreciate the willingness of these two regional governments. Not only willing, they must work together to provide a lot of data," said Anis at the Komnas HAM Office, Jakarta, Monday, quoted by Antara.
He explained that East Manggarai Regency received a rating from the Public Survey with a score of 67.6 points, then an Expert Assessment with a score of 60 points. From the two assessments, the final score amounted to 64.59 points with the category "sufficient".
For Wonosobo Regency, it received a rating from the Public Survey of 73.4 points, then an Expert Assessment of 72.04 points. With that assessment, the final score amounted to 72.90 points with the category "high".
He conveyed the value of "sufficient" which means that the local government has a good commitment, in terms of policies, programs, and its impact on the fulfillment of human rights, which is still sufficient to implement human rights, especially in government governance.
For the "high" value, according to him, the local government has a better commitment, and the money policy programs are made in line with the fulfillment of human rights. in the principle of fulfilling human rights, according to him, there must be a progressive principle of both economic, social, and cultural rights.
From all of that, he assessed that the right to work still faces great challenges. Even from the two areas, there are those whose assessment is "low" regarding the right to work.
This means, he said, the employment program in Indonesia still has a considerable challenge in its fulfillment. One of them, he said, is marked by the state's obligation to provide employment fairly, evenly, and decently which has not been fulfilled.
"Because at the national level, if you remember the results of the Human Rights Assessment of the Ministry of Home Affairs and BP2MI, the results are low for both ministries," he said.
