One Suspect in the Medan Regional DJKA Project Corruption Case Detained by the KPK, Allegedly Received IDR 12.12 Billion

JAKARTA - The Corruption Eradication Commission (KPK) has detained a new suspect related to alleged corruption in arranging the winner of the railway construction project in the Directorate General of Railways (DJKA) Medan region in the 2021-2024 fiscal year.

The suspect is Muhammad Chusnul, the Commitment Maker Officer (PPK) at the North Sumatra Region Class 2 Railway Engineering Office (BTP) or Medan Class 1 BTP in 2021-2024 and also the Young Expert Railway Infrastructure Inspector at the Railway Infrastructure Directorate in 2024-present.

"The suspect was detained for the first 20 days from December 15, 2025 to January 3, 2026 at the State Prison Branch of the East Jakarta Class I State Prison," said Acting Deputy for Enforcement and Execution of the KPK Asep Guntur Rahayu at a press conference at the KPK Red and White Building, Kuningan Persada, South Jakarta, Monday, December 15 evening.

In this case, the KPK has previously detained Muhlis Hanggani as an ASN at the Railway Safety Directorate of the Ministry of Transportation, who served as the PPK at the Medan Railway Engineering Office for the period 2021-May 2024.

Then the entrepreneurs Eddy Kurniawan Winarto and Dion Renato Sugiarto, Director of PT Istana Putra Agung (IPA).

Asep explained that Muhammad Chusnul as the PPK BTP Class II North Sumatra Region was suspected of conditioning the winner of the auction for the Bandar Tinggi-Kuala Tanjung and Kisaran-Mambang Muda (PKM) line construction project package. The selection was decided by Chusnul himself based on the performance of the company which has long been working on work packages in the BTP environment.

The company owned by Dion was one of the selected ones. Chusnul also appointed him as a 'lurah' who was tasked with collecting and coordinating his requests to partners.

In addition, Chusnul first met each of the winning bidders in Semarang.

"This is done because most of the partners who are projected to win the auction are companies domiciled in Semarang City," he said.

Through this meeting, Chusnul conveyed that the work package had been broken or divided into several packages and the implementation of the construction was carried out with a multi-year mechanism (across the years). The goal is so that each partner works together and does not interfere with each other in the implementation of the auction.

Chusnul also handed over the Provisional Estimated Price (HPS) and technical specifications, one of which was a company owned by Dion and other partners. So that the partners can meet the qualifications of the auction of the project in question.

"In the implementation of the auction, the MC coordinates with the Working Group (Pokja) to provide a message that certain partners who will be won in the auction will be given attention," he said.

After being helped, the partner of Asep's connection conveyed the request from Chusnul must be fulfilled immediately. If not, his company will be difficult to follow the next auction.

"Furthermore, MC while serving as a PPK at BTP Class II North Sumatra Region / BTP Class 1 Medan in 2021 to 2024 received a total of Rp. 12.12 billion," he explained.

The details, in the period from 20 September 2021 to 10 April 2023, from Dion amounted to Rp. 7.2 billion and from other contractors for the work amounted to Rp. 4.8 billion.

As a result of his actions, Chusnul is suspected of violating Article 12 letter a or letter b or Article 11 of the Corruption Eradication Law (UU Tipikor).
