JAKARTA - The government estimates that the budget requirement is around IDR 51 trillion for the rehabilitation and reconstruction of basic infrastructure after the flood and landslide disaster in three provinces in Sumatra.

Coordinating Minister for Regional Infrastructure and Development Agus Harimurti Yudhoyono said the figure was the result of the initial calculation of the Ministry of Public Works (PU) which had been submitted to President Prabowo Subianto.

"In general, the budget needs calculated by the Ministry of Public Works for the rehabilitation and reconstruction of infrastructure in the three provinces are around Rp. 51 trillion, with the largest portion in Aceh," AHY said after the Ministerial Level Coordination Meeting related to Post-Disaster Sumatra in Jakarta, Thursday, December 11, reported by ANTARA.

He explained that the estimation includes handling damage to road and bridge networks (prostitutional guidance), water resource infrastructure such as dams, irrigation, embankments, and raw water, clean water infrastructure and sanitation (work creation), as well as strategic social infrastructure such as schools, madrasas, and houses of worship.

According to AHY, detailed calculations are still being updated in line with updating of data on damage in the field so that the value of budget needs has the potential to change following the results of technical assessments in each affected location.

"This is an initial calculation that can still develop, so that we have an overview of the budget needs so that the recovery process can be prepared early on," he said.

AHY said the government would review various funding sources so that the rehabilitation and reconstruction stages could run in parallel to the emergency handling that was still ongoing in the field.

"We want to ensure that when the emergency response phase begins to shift, the recovery plans and financing are ready so that people do not wait for the certainty of improving their infrastructure and homes," saidAHY.

On the residential side, the Minister of Housing and Settlement Areas Maruarar Sirait or who is usually called Ara said there were around 112,551 affected housing units in three provinces that would be handled through a combination of repairs, rebuilding, and relocation to safer areas.

Our damage data is divided into lightly, moderately, heavily damaged, and washed away categories. The cost of handling is certainly different, so we need to make sure the data is really the same before compiling a budget plan and technical reconstruction," said Ara.

He emphasized that field surveys to identify the level of damage to houses and relocation needs take time because it includes hundreds of thousands of units, as well as determination of relocation locations and new housing development schemes on safe land.
