BPKP Admits That The KPK Ever Asked To Calculate State Losses In The Ira Puspadewi Case

JAKARTA - The Financial and Development Supervisory Agency (BPKP) agreed that it had been asked by the Corruption Eradication Commission (KPK) to calculate state losses due to alleged corruption in business cooperation (KSU) and the acquisition of PT ASDP Indonesia Ferry (Persero). However, recently the KPK has calculated it using an internal forensic accountant.

"KPK has also asked BPKP to calculate state financial losses in the case of the acquisition of PT JN by PT ASDP in 2023," said BPKP spokesman Gunawan Wibisono to reporters in a written statement quoted on Saturday, November 29.

Even so, Gunawan did not explain the reason why the KPK recently turned around. "In the end, the KPK calculated the state's financial losses using an internal forensic accounting team," he said.

Furthermore, Gunawan also agreed that his agency had conducted a review or review of the acquisition of PT Jembatan Nusantara by PT ASDP in 2021. However, he denied that there was an auditor who submitted a report on the alleged corruption to the KPK regarding the corporate action.

"That we have never submitted a report on the alleged corruption in the acquisition of PT JN by ASDP to the KPK," he said.

"BPKP as an internal auditor of the government has reviewed ASDP's corporate actions in the acquisition of PT JN in 2021. The results of the review have been submitted to ASDP as an entity that asks for review from BPKP in 2022 as material for improving or strengthening Governance, Risk and Control (GRC) in the acquisition process."

The acting (Plt) Deputy for Enforcement of the KPK Asep Guntur Rahayu once stated that BPKP had indeed calculated state losses in the case that ensnared former Director of PT ASDP Indonesia Ferry (Persero), Ira Puspadewi and two other former directors. However, the process has not been completed even though the detention has been carried out.

"Because the needs related to Article 2 and Article 3 are state losses. We are balanced with the calculation of state losses from AF, our forensic accountant," said Asep, who also serves as Director of KPK Investigation, Monday night, November 24.

Meanwhile, on a separate occasion, Asep stated that the state-owned company corruption case was dismantled by the KPK due to BPKP's findings.

"The alleged corruption in the acquisition of PT JN by ASDP was found by the BPKP auditor and reported to the KPK," Asep told reporters in a written statement, Thursday, November 27.

A similar statement was also conveyed by KPK spokesman Budi Prasetyo. "It's true (the investigation started with the report on the results of the analysis or LHA BPKP, ed)," he said when confirmed separately.

As previously reported, President Prabowo Subianto signed the granting of rehabilitation for three parties involved in the legal case of PT ASDP Indonesia Ferry. They are Ira Puspadewi as former Director of PT ASDP Indonesia Ferry; former Director of Planning and Development of PT ASDP Indonesia Ferry, Harry Muhammad Adhi Caksono, and former Commercial and Service Director of PT ASDP Indonesia Ferry.

The decision was conveyed by Deputy Speaker of the House of Representatives Sufmi Dasco Ahmad in a press statement with Minister of State Secretary Prasetyo Hadi and Cabinet Secretary Teddy Indra Wijaya at the Presidential office, Jakarta, Tuesday, November 25.

"From the results of communication with the government, thank God there are today, the President of the Republic of Indonesia, Mr. Prabowo Subianto has signed a letter of rehabilitation for the three names," he said.

After the rehabilitation, Ira and two former Directors of PT ASDP Indonesia Ferry (Persero) were released from the KPK Detention Center, South Jakarta on Friday afternoon, November 28. They can breathe fresh air after the KPK completes various stages, including completing the administrative process.

Ira Puspadewi et al are known to have been found guilty in the corruption case of the acquisition and business cooperation (KSU) of PT Jembatan Nusantara by PT ASDP Indonesia Ferry by the Jakarta Corruption Court. He was later sentenced to 4.5 years and a fine of IDR 500 million by the Jakarta Corruption Court.

Meanwhile, the former Director of Planning and Development of PT ASDP, Harry Muhammad Adhi Caksono, and former Director of Commercial and Services of PT ASDP, Muhammad Yusuf Hadi was sentenced to 4 years and a fine of Rp250 million. They were found guilty and committed corruption together as the second alternative indictment Article 3 in conjunction with Article 18 of Law Number 31 of 1999.
