KPK Will Investigate Allegations Of Corruption In The Construction Of 31 Hospitals In Regions Apart From East Kolaka

JAKARTA - The Corruption Eradication Commission (KPK) will investigate allegations of corruption in the construction of 31 regional public hospitals (RSUD) that are included in the Quick Win program of the Ministry of Health (Kemenkes).

This was conveyed by the acting (Plt) Deputy for Enforcement and Execution of the KPK Asep Guntur Rahayu after announcing and detaining three new suspects for alleged bribery for the construction of the East Kolaka Regional General Hospital (RSUD) on Monday night, November 24. One of those officially wearing the orange vest is Hendrik Permana as the State Civil Apparatus (ASN) of the Ministry of Health.

"We are also investigating for the other 31 hospitals. Because we suspect that not only in this East Kolaka case, there are criminal incidents like this," Asep told reporters quoted on Tuesday, November 25.

This activity, continued Asep, will also go hand in hand with preventive measures. The goal is that the Quick Win program can run well.

The Ministry of Health targets to increase the type D Hospital to type C for 32 hospitals in various parts of Indonesia by 2025 in this program.

"But of course it is in line with what we are doing, other parts or deputies, deputy prevention, it is also making prevention efforts, such as so that other projects can run well," he said.

Previously reported, the KPK detained three new suspects in the bribery case for the construction of the East Kolaka Regional General Hospital (RSUD). One of them is Hendrik Permana as the state civil apparatus (ASN) at the Ministry of Health (Kemenkes).

The following is a complete list of newly detained suspects:

Yasin as ASN in the Regional Revenue Agency (Bapenda) of Southeast Sulawesi Province; Hendrik Permana as ASN at the Ministry of Health; and Aswin Goversa as the private sector or President Director of PT Graksa Cipta.

The KPK revealed that the determination of the three suspects was the development of the hand arrest operation (OTT) that ensnared East Kolaka Regent Abdul Azis along with four other people in August 2025.

This case began in 2023. Hendrik is suspected of acting as an intermediary promising to secure a special allocation fund ceiling (DAK) for a number of cities/districts with a 2 percent fee requirement.

In August 2024, Hendrik met with Ageng as the PPK for the RSUD construction project in East Koltim. Both discussed the design of the hospital as part of the DAK management.

During the meeting, it was stated that the DAK of the East Kolaka Hospital experienced a significant increase in the proposal to Rp170.3 billion from Rp47.6 billion. Then Hendrik asked Yasin for money as an ASN in the Southeast Sulawesi Provincial Bapenda as well as Abdul Azis' confidant who served as the East Kalimantan Regent at that time.

As a result of his actions, these three suspects were then suspected of violating Article 12 letter a or Article 12 letter b or Article 11 of Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption jo. Article 55 paragraph (1) 1st of the Criminal Code.
