A defense ministry official said the government had previously sought to address issues along MDL through the United Nations Command communications channel with North Korea, but had not received a response from North Korea.

"The disappearance of hundreds of MDL markers installed after the 1953 Korean Armistice Agreement has made several border segments unclear, so both sides rely on different reference lines," the ministry official said.

According to him, this difference has contributed to an increase in the number of North Korean personnel crossing the South Korean DMZ side during the ongoing construction work on the west, central and eastern fronts.

"The loss of MDL markers in the long term has caused differences in how to recognize the line," a senior defense official said, adding the current situation had increased the risk of accidental clashes.

"This is why we believe military-level dialogue is needed," he said.

The ministry stressed that the proposal aims to reduce tensions and prevent unwanted incidents, and urged North Korea to engage constructively.

Both the Ministry of Unification and the Presidential Office also voiced Pyongyang's hopes of responding positively to efforts to restore military stability and trust on the Korean Peninsula.

It is known that Monday's proposal is the first official request for inter-Korean military negotiations in seven years.

The final round of general-level negotiations, held in 2018, focused on easing tensions along the border and increasing communication channels between the two militaries.
