JAKARTA - Basarnas proposes the establishment of a national search and rescue emergency fund (SAR) that can be used within 1x24 hours after a major disaster or accident.
Head of Basarnas Mohammad Syafii hopes that the funds will come from the State Revenue and Expenditure Budget (APBN) through a national fund pooling mechanism or other legal assistance such as foreign loans.
"This emergency fund is very important so that we can immediately move without waiting for the regular APBN mechanism," he said during a hearing with Commission V of the DPR RI in Jakarta, Tuesday, which was confiscated by Antara.
He explained that the funds would support cross-regional and international operations, including the evacuation of Indonesian citizens abroad.

The increase in disaster frequency and transportation accidents is the reason for Basarnas to encourage a fast funding system to save human lives.
In addition, the budget blocking policy for efficiency is a challenge for Basarnas, which currently has 45 SAR offices, 77 SAR posts, and 70 standby units throughout Indonesia in carrying out its duties and functions.
He explained that his institution originally received a budget allocation of 2025 worth IDR 1.49 trillion, but had experienced a blocking of IDR 409.14 billion before finally obtaining two budget relaxations.
"With emergency funds, we can immediately deploy personnel and equipment in the field without waiting for a long bureaucracy," he said.
He hopes that legislative support so that the proposal can be realized immediately in order to strengthen the national emergency response system.
