JAKARTA - Chairman of the DKI Jakarta DPRD Khoriudin responded to the discourse of the Governor of DKI Jakarta, Pramono Anung, who will issue a governor regulation (pergub) containing a ban on trade and consumption of dog and cat meat in Jakarta.
Khoirudin assessed that if this rule was enforced, the DKI Provincial Government could not monitor the circulation of sales and consumption of dog meat without assistance from the community.
Therefore, Khoirudin asked the DKI Provincial Government to open an online complaint channel as a forum for reports from the public regarding the findings of the dog meat trade in cats.
"This requires joint collaboration. Because our supervisory capabilities are also limited, our eyes are limited. For this reason, the local government opens online reports that can be used by the community," Khoirudin told reporters, Thursday, October 23.
According to him, all people can become supervisors in the field in enforcing regulations issued by local governments.
"There are also existing sanctions, if enforced, effective. So, the existing regulations, if enforced, God willing, will be effective," he said.
Previously, Pramono targeted the governor's regulation on the prohibition of trade and consumption of dog-cat meat in Jakarta to be issued next month. Pramono asked his men to speed up their issuance.
This was revealed by Pramono after receiving an audience from the Dog Meat Free Indonesia Coalition (DMFI) which reported their findings.
"Hopefully within 1 month the governor's regulation will be completed, related to the prohibition on consumption, the trade in dog meat in Jakarta, and cats of course," said Pramono at DKI Jakarta City Hall, Monday, October 13.
Pramono explained that the legal umbrella that underlies the ban on the sale and consumption of dog meat has also been mandated in Law Number 18 of 2012 concerning Food and Law Number 41 of 2014 concerning Animal Husbandry and Health.
"Those two laws are the reference, hopefully Jakarta will be an example for this," said Pramono.

Based on a report by the DMFI Coalition, several dog slaughterhouses were scattered in Jakarta, some of which were in Cawang and Cibubur. Pramono confirmed that he would take action against the location after the governor's regulation was issued.
"Later, when the governor's regulation is finished, of course the apparatus is owned by the local government, including the Satpol PP who will be tasked with checking in the field," he explained.
