JAKARTA - Chairman of Commission II of the House of Representatives, Rifqinizamy Karsayuda, asked the General Election Commission (KPU) of the Republic of Indonesia to explain transparently regarding the decision to 'turn a blind' or unable to open diploma documents which are requirements for presidential candidates (candidates) and vice presidential candidates (cawapres) to the public without approval. The reason is, the decision was issued precisely after the 2024 General Election takes place and all candidates have been elected.
"The KPU decision number 731 of 2025 which stipulates the requirements document for the vice presidential candidate including the diploma in it as information that is excluded from public access raises many questions. One of them is why the decision was only issued in 2025, after all stages of the election have been completed," said Rifqi at the Parliament Complex, Senayan, Jakarta, Tuesday, September 16.
"If you want to talk about certain KPU decisions, ideally, all laws and regulations related to electoral regulations are regulated based on the law and or at least PKPU," he continued.
According to Rifqi, the decision should have been made before the election stage took place. If it is related to the registration of presidential and vice-presidential candidates, said Rifqi, it should be made before the registration stage for the presidential and vice-presidential candidates.
"Our critical note is that the required documents to participate in the election, be it the legislative and presidential elections, including the election of governors and mayors, are something that is open to the public as much as possible," said Rifqi.
"And based on the law on the disclosure of public information, it should not be as excluded information. If it is not state confidentiality, it will not interfere with one's privacy," he added.
Rifqi emphasized that naturally as part of the transparency and accountability of the election, all stages of election can be accessed by the public. He was also surprised by the basis for the KPU's decision because it adjusted the Law on Public Information Disclosure.
"And therefore, then the registration stage in which it contains registration documents, as much as possible is accessed by the public to find out the extent to which the requirements are completed by election participants including the presidential and vice presidential candidates," he said.

In addition, Commission II of the DPR noted that so far there have been several electoral sites that have opened in such a way as self-idential, vision and mission and all documents of prospective members, especially candidates for legislative members in the DPR. This includes a statement of good behavior, diploma, and so on.
"And because of that, I ask the KPU to provide clarification on some of these things so that they do not become confusing in the public and do not become prolonged and unnecessary polemics," said Rifqi.
"Currently, the public is in need of transparency and accountability from almost all existing state institutions, especially democratic institutions that take care of elections, including institutional output resulting from elections, such as the DPR, mayor's governor, and vice president," he concluded.
