JAKARTA - Perum Bulog noted that the distribution of rice for the Supply Stabilization and Food Price (SPHP) program has reached 22 percent of the total assignments of 1.5 million tons throughout 2025 or reached 327,718 tons as of September 6, 2025.
President Director of Perum Bulog Ahmad Rizal Ramdhani said that the acceleration of the distribution of SPHP rice could be realized thanks to the full support from the central government, local governments, TNI-Polri, BUMN, and retailers in the market.
"Because now we have been greatly assisted by all levels of government and TNI-Polri, a total of 327,718 tons, which is equivalent to 22 percent of the total 1.5 million tons ordered to us," Rizal said when met at the Bulog Rice Processing Warehouse and Center, Sunter, North Jakarta, Saturday.

Answering reporters' questions about the scarcity of rice in the market and the increasing price even though rice stocks were abundant, Rizal said that Bulog's distribution of rice had been carried out as much as possible.
SPHP rice is channeled through seven strategic channels, including retailers in traditional markets, Red and White Villages Cooperatives (KDMP), food outlets fostered by local governments and the Cheap Food Movement (GPM), SOE outlets, government agency cooperatives, Rumah Pangan Kita (RPK) Bulog, as well as supermarkets/modern shops.
Rizal said that the distribution of rice to the market takes time, while demand is quite large. Therefore, Bulog continues to strive to distribute rice massively to various regions in Indonesia.
"That's why we involve all government stakeholders. And yesterday we also carried out the Cheap Food Movement simultaneously with 7 thousand points/points for selling outlets. Alhamdulillah, this has a tremendous impact," he said again.
Overall, Bulog ensures that rice preparation is also carried out in accordance with government assignments, both medium rice with broken rice with a maximum of 25 percent and premium rice with a maximum broken price of 15 percent.
SPHP rice is a type of rice that Bulog is currently distributing from the Government Rice Reserve (CBP) stock. Bulog plans to distribute 1.3 million tons of SPHP rice in the July-December 2025 period.
SPHP rice is sold according to the highest retail price (HET), which is IDR 12,500 per kilogram for zone 1 (Java, Lampung, South Sumatra, Bali, West Nusa Tenggara, Sulawesi); IDR 13,100 per kilogram for zone 2 (Sumatra other than Lampung and South Sumatra, East Nusa Tenggara, Kalimantan); and IDR 13,500 per kilogram for zone 3 (Maluku, Papua).
Meanwhile, the government's total rice reserves (CBP) in Bulog's warehouse reaches 3.9 million tons.
Of the total CBP, around 2.95 million tons or 75 percent are the result of domestic procurement. While the rest come from foreign procurement carried out based on government assignments in 2024.
Bulog ensures that all rice stock maintenance procedures in warehouses run according to standards, so that people can receive the best rice. Bulog consistently carries out rice checks ranging from daily, weekly, monthly to quarterly.
The maintenance process carried out by Bulog includes initial inspection of rice during regular income in warehouses and quality of rice, maintaining sanitation of warehouses, spraying, and fumigation if there are indications of pest attacks.
In the process of removing rice from warehouses, Bulog applies the principle of 'Fifo' or 'first in, first out' and 'Fefo' or 'first expired, first out'. In addition, distribution also pays attention to the real condition of the quality of rice.
Previously, Minister of Agriculture (Mentan) Andi Amran Sulaiman emphasized that the operation of the SPHP rice market from Perum Bulog was the main solution to reduce the price of premium rice which is currently still expensive.
He explained that the government had prepared a stock of 1.3 million tons of SPHP rice for large-scale market operations, in order to maintain price stability while ensuring food availability remains affordable for the community.
In addition, the Minister of Agriculture emphasized that not only SPHP rice, but also premium rice will continue to be encouraged by distribution so that people still have alternative options with more stable prices.
