YOGYAKARTA President of the Republic of Indonesia Prabowo Subianto asked all members of the National Police who were injured while securing the demonstration to get an extraordinary promotion. What is the extraordinary promotion of the Police?

Previously, on Monday, September 1, 2025, President Prabowo visited the police who were injured as a result of a chaotic demonstration at the Police Hospital, East Jakarta.

On this occasion, Prabowo instructed the National Police Chief General Listyo Sigit Prabowo to give extraordinary promotions to all injured members of the National Police while securing a demonstration that led to chaos in recent times.

"I conveyed it to the National Police Chief, I asked all officers to be promoted to extraordinary rank." said Prabowo at the Police Hospital.

The President said this step was a form of state appreciation for the dedication of moderateness in the field. Prabowo emphasized that the police are tasked with defending the people as well as facing anarchic actions. Even so, he stressed that the right of the people to demonstrate is still guaranteed by law.

The Extraordinary Promotion (KPLB) is a form of special appreciation for the state civil apparatus (ASN) including members of the Indonesian National Police, which shows very prominent work achievements.

The provision of KPLB is regulated in Law Number 5 of 2014 concerning State Civil Apparatus (ASN) as well as several government regulations such as PP Number 99 of 200, PP Number 12 of 2002, and PP Number 11 of 2017 concerning Civil Servant Management (PNS).

The KPLB is different from the usual promotion, where the promotion of ASN is given without bound level.

In other words, a policeman who gets a KPLB can rise one level higher, even exceeding the rank of his superior.

The party who determines an ASN deserves an extraordinary promotion is the KPLB Team. This team is led by the Head of the State Civil Service Agency (BKN) by involving echelon I officials within the BKN.

For members of the National Police who are injured or show courage while carrying out their duties in the field, KPLB becomes a symbol of respect as well as motivation.

KPLB has a number of privileges that make it different from regular promotions, including:

Extraordinary promotions can be given to ASN, including members of the National Police, regardless of their rank.

Through the KPLB, an ASN who recorded extraordinary achievements, can exceed the rank of its superior. In the rules of regular promotion, this is impossible to do.

The provision of KPLB is not limited. This means that ASNs who have received KPLB can still receive extraordinary promotions in the future. What is of concern is that their achievements meet the criteria and there is an increase in achievements from the last KPLB.

KPLB can be given to ASN for at least one year from the last promotion received. Thus, KPLB is a form of truly flexible appreciation and emphasizes achievement and dedication.
