JAKARTA – The Jakarta Provincial Government is currently preparing a Mitigation Action Plan (DRAM) as a concrete effort to reduce greenhouse gas (GHG) emissions by 30 percent by 2030.
This preparation is being carried out by the Carbon Economic Value Implementation Working Team, in collaboration with regional government organizations (OPD), regional-owned enterprises (BUMD), state-owned enterprises (BUMN), business actors, private partners, and non-governmental organizations (NGOs).
The Head of the Environmental Development Bureau of the Jakarta Provincial Secretariat, Iwan Kurniawan, emphasized that the implementation of the NEK is a crucial instrument in achieving emission reduction targets and providing a funding alternative.
"Jakarta, as a global city, has a significant responsibility to reduce emissions and maintain sustainability. The Working Team's readiness to report mitigation actions using the SRN will support the implementation of the NEK in Jakarta, and it is hoped that the 2050 net zero emissions (NZE) target can also be achieved," Iwan said on Friday, August 22.
The Head of the Jakarta Environmental Agency, Asep Kuswanto, explained that the legal basis for implementing this policy is Gubernatorial Regulation Number 90 of 2021 concerning the Climate-Resilient Regional Low-Carbon Development Plan, and Gubernatorial Decree Number 28 of 2025 concerning the NEK Implementation Working Team.
"To be effective, the NEK must be aligned with the RPJMD (Regional Medium-Term Development Plan), RKPD (Regional Work Plan), and regional work plans, so that its implementation is clear, operational, and in line with Jakarta's development," Asep explained.
Meanwhile, the Deputy for Climate Change Control and Carbon Economic Value Governance at the Ministry of Environment, Rully Dhora Carolyn, emphasized the importance of a measurement, reporting, and verification (MRV) mechanism for every mitigation action, which is then reported through the National Registration System (SRN) for Climate Change at sm.menlhk.go.id.
He emphasized that carbon trading is a strategic step to maintain the city's sustainability while supporting the achievement of Indonesia's Nationally Determined Contribution (NDC) and the 2050 NZE target.
The Ministry of Environment is also preparing GHG Emission Reduction Certificates (SPE-GRK) that can be traded in a carbon scheme.
