Receiving The President's Report On The State Budget And Financial Notes, Puan Officially Opens The DPR Session Period After Recess

JAKARTA - Chairman of the Indonesian House of Representatives, Puan Maharani, chaired the Plenary Meeting for the Opening of the First Session of 2025-2026 as a sign of the start of the second year of the DPR RI term for the 2024-2029 period. This plenary meeting is the second agenda after the DPR RI underwent a Joint Session of the DPD RI which is part of a series with the Annual Session of the MPR RI.

In this plenary meeting, President Prabowo Subianto will convey the Government's information on the Draft Law on the State Revenue and Expenditure Budget (APBN) for Fiscal Year 2026 and its Financial Note.

At the beginning of her speech, Puan said that the impact of the uncertain global conditions and situations was on the slowing global economic movement, the distribution of strategic commodities was also disrupted, and the industrial supply chain could also be affected.

"In the end, it has affected the monetary, fiscal, national real sector, and people's income in Indonesia," said Puan Maharani in her opening speech at the Parliament Complex, Senayan, Jakarta, Friday, August 15.

Therefore, Puan hopes that the preparation of the Draft Law on the State Budget for Fiscal Year 2026 has considered these various global factors in fiscal policy in 2026. She said that the State Budget as a very important instrument in maintaining national economic stability, supporting people's purchasing power, meeting the basic needs of the people, and carrying out development in all fields, always has a limited fiscal space.

"The need for State Expenditures for development will always be greater than the ability of state revenues. Therefore, in limited fiscal space and strict deficit space, the Government must be able to set spending priorities, as well as implement effective and efficient spending policies," he said.

The former Coordinating Minister for Human Development and Culture said that over the past year, the Government has made a number of efforts to consolidate ministry/institutional programs, including efficiency in the ministry/institutional budget.

"Dear Mr. President, regarding spending efficiency in 2025, the Ministry/Institutions will vent it to commissions that are partners; vent the issue of Triangle love': priority programs, additional budgets and efficiency policies," said Puan.

"But the love triangle doesn't have to end with a heartbreak, because all parties can understand each other's interests and put the interests of the people above all else," he continued.

Puan assessed that the Government's efforts to carry out efficiency are in line with the mandate of the State Finance Law which requires the APBN to be managed effectively, efficiently, orderly, transparently, fulfilling a sense of justice and a sense of propriety.

During the previous session, Puan explained, the Indonesian House of Representatives together with the Government had discussed and agreed on Macroeconomic Policy and the Principles of Fiscal Policy (KEM PPKF) for the State Budget for Fiscal Year 2026.

"These agreements will form the basis of the Financial Note and the 2026 State Budget Bill which will be submitted by President Prabowo Subianto," he said.

Puan said that behind every APBN budget post, the hopes of millions of people were hidden. "Can their children continue to go to school? Can people get treatment? Can there be jobs? What will happen to farmers, fishermen, laborers and so on," said Puan.

According to Puan, the preparation and discussion of the APBN is not just a technical matter, but a matter of justice and partiality. Therefore, it is the hope of all people that the 2026 RAPBN which will be delivered by the President today can make it easier for the people to live.

Likewise, the hopes of all provinces and regencies/cities, so that the State Budget for Fiscal Year 2026 can participate in strengthening development in the regions.

"The President's speech today contains a Financial Note and the Draft Law on the State Budget for Fiscal Year 2026, hopefully, can be a source of national enthusiasm and optimism, that in the midst of a global situation full of uncertainty, Indonesia has a clear direction, has bright hopes, enthusiasm for cooperation and is determined to move forward together," explained Puan.

At the end of her speech, Puan then officially opened the session of the DPR RI which will start today until early October.

"By saying bismillahirrahmanir-rahim, on behalf of the leadership of the DPR RI, I hereby announce to all Indonesian people that the First Session of the DPR RI for the 2025 '2026 Session Year will start today, Friday, August 15, 2025 until Thursday, October 2, 2025," concluded Puan.
