JAKARTA - Chairman of the Corruption Eradication Commission (KPK) Setyo Budiyanto revealed the problem of mining business permits (IUP) in forest areas. One of them, there are companies that do not have a Forest Area Use Approval (PPKH).
This finding was conveyed by Setyo in a press conference after holding a meeting with a number of policy makers related to mining, one of which was the Minister of Forestry Raja Juli Antoni on Thursday, July 24.
"I provide a finding based on a study conducted by the Deputy for Prevention and Monitoring of the KPK and backed up by the Deputy for Korsup (Coordination and Supervision) regarding the issue of IUP at the forest location," said Setyo at the KPK's Merah Putih building, Kuningan Persada, South Jakarta.
"Well, there is an IUP which then he has a PPKH ... but some don't have one," continued the former KPK Director of Investigation.
Setyo detailed that one of the things regulated in the PPKH is the guarantee of reclamation. He said, only a company with complete licensing can deposit this obligation.
"But then the Deputy for Prevention found that even though he did not have PPKH, he also deposited and was accepted," he said.
This condition then became one of the problems, said Setyo. "It is as if the business actor then considers it legal for him to operate in forest areas," he said.
This legal assumption, Setyo said, arose because the company felt that it had deposited a reclamation guarantee that had no legal basis and should have been rejected.
"That is one of the findings that we discussed and then there will be a solution. The solution is of course the responsibility of the ministry's stakeholder," he said.
Meanwhile, the Minister of Forestry Raja Juli Antoni agrees that there are still indications of illegal PPKH that are detrimental. Apart from destroying forests, the existence of this company also does not produce anything for the state.
However, Raja Juli could not confirm the potential amount of losses due to this condition. He only said that the Directorate General of Planology together with the Deputy for Prevention and Monitoring of the KPK were indeed coordinating to carry out calculations.
"Once again, the reconciliation of this data is very important. Meanwhile, the data we have is still at a difference of around 50 thousand hectares with the KPK," said Raja Juli at the same location.
"So I need to say as soon as possible that next week I will invite the gentlemen of the KPK back to reconcile this data. Is it wrong because the data is not complete or the methodology is based on satellite imagery, how much confidence is so that it has implications for the actual area," concluded the politician from the Indonesian Solidarity Party (PSI).
