BOGOR — The Bogor City Regional People's Representative Council (DPRD) held a plenary session on Tuesday, July 8, 2025, with the main agenda of accepting the final draft of the Bogor City Regional Medium-Term Development Plan (RPJMD) 2025–2029 and forming four special committees (Pansus) for further deliberation.
The session was chaired by the Speaker of the Bogor City DPRD, Dr. Adityawarman Adil from the Prosperous Justice Party (PKS) faction, accompanied by three deputy speakers: M. Rusli Prihatevy (Golkar faction), Zenal Abidin (Gerindra faction), and Dadang Iskandar Danubrata (PDI Perjuangan faction). On this occasion, the DPRD also received two draft regional regulations (Raperda) submitted directly by Bogor Deputy Mayor, Jenal Mutaqin.
Adityawarman emphasized the importance of discussing the 2025–2029 RPJMD, as this document serves as the policy direction and foundation for Bogor City’s development programs over the next five years. He stated that the DPRD will ensure that the proposed RPJMD complies with legal provisions, aligns with central and provincial government directives, and fits the region’s fiscal capacity.
"We will oversee the policy direction to ensure it aligns with the existing legal framework. The development of Bogor City heavily depends on an RPJMD that is prepared with thorough and measurable analysis," said Adityawarman.
The 2025–2029 RPJMD carries the vision *“Bogor Beres dan Bogor Maju”* (A Well-Managed and Progressive Bogor), supported by four main missions: Smart Bogor, Healthy Bogor, Prosperous Bogor, and Smooth-flowing Bogor. Adityawarman expressed hope that the programs outlined will promote both green and digital economies, while also addressing critical issues such as slum settlements, stunting, extreme poverty, and unemployment.
"This bottom-up formulation process should be clearly reflected, so the benefits of the RPJMD can be tangibly felt by the community," he added.
During the session, the DPRD also agreed to proceed with the discussion of three other draft regulations, namely:
* Draft Regulation on the Protection and Development of the Creative Economy
* Second Amendment to Bogor City Regional Regulation No. 3 of 2021 concerning the Establishment and Structure of Regional Apparatuses
* Amendment to Regional Regulation No. 8 of 2020 concerning the Management of Green Open Spaces
Bogor Deputy Mayor Jenal Mutaqin affirmed that the RPJMD is the result of a strategic process that began in January 2025, involving public consultations, development planning forums (Musrenbang), and harmonization with the West Java Regional Office of the Ministry of Law and Human Rights.
“Today’s plenary session presents the RPJMD as a five-year roadmap based on the political commitments of Dedie and Jenal. The draft regulation has been submitted, along with other strategic draft regulations,” said Jenal.
He expressed hope that the synergy between the DPRD and the Bogor City Government will accelerate the realization of adaptive and sustainable development.
