The determination of the DPO was made because Jurist Tan had never fulfilled the investigator's summons even though he had been legally summoned three times in a row.

Jurist Tan is not the only suspect in this case. The AGO has also named three officials and consultants within the Ministry of Education and Culture as suspects, namely Mulatsyah, Director of SMP Kemendikbudristek, Sri Wahyuningsih, Director of SD Kemendikbudristek and Ibrahim Arief, procurement consultant at the Ministry of Education and Culture.
Mulatsyah and Sri Wahyuningsih were immediately detained at the Salemba Rutan at the AGO branch for the first 20 days. Meanwhile, Ibrahim Arief was not detained for health reasons.
