JAKARTA - Chairman of the Parking Special Committee (Pansus) of the DKI Jakarta DPRD, Jupiter, revealed that as many as 105 of the 1,558 parking operators in Jakarta do not have an operating permit to collect parking rates that are managed.

This is known from the results of the Jakarta DPRD Parking Special Committee meeting with the Parking Management Unit (UP) of the DKI Jakarta Transportation Agency.

Jupiter assessed that this could lead to embezzlement of parking taxes that lead to criminal penalties.

"There are 105 parking operators who are suspected of collecting fees but do not have a permit. This is a crime. This cannot be tolerated. This can also be said to be tax evasion," Jupiter told reporters, Thursday, July 3.

In managing parking by the private sector, the operator must pocket technical recommendations from the DKI Jakarta Transportation Agency Parking UP to obtain a business license from the DKI Jakarta Investment and One Stop Integrated Service (DMPTSP).

Unfortunately, the DKI DPMPTSP does not currently have definite data regarding the number of parking operators who have received a permit. This creates a data inconsistency between the DPMPTSP and the Dishub Parking UP.

"This is a difference in data so this is also a potential leak to local revenue," said Jupiter.

Jupiter also admitted that he was surprised why the UP Parking seemed to allow it.

Supposedly, UP Parking could involve the DKI Satpol PP to supervise and control private parties who manage parking illegally.

"In the future, we will make recommendations for conducting an investigation, we will cooperate with APH (law enforcement officers) to carry out an investigation so that the money of this community that has been paid by the parking operator can be saved in accordance with existing regulations," he explained.

In addition, it was revealed that so far the DKI Jakarta Regional Revenue Agency (Bapenda) has only received reports from the self-assessment of parking operator tax revenues to calculate the parking tax charged.

"This means that from those themselves who convey that the number of vehicles, the amount of turnover per month, then what is left to be paid is 10 percent. However, this does not provide one certainty that their actual income could have 2 books," said Jupiter.

Therefore, the Jakarta DPRD Parking Special Committee urged Bapenda to integrate parking payment data in a non-cash manner to UP Parking and parking operators. The Bapenda integration system must be implemented in real time so that there is no more leakage of local revenue (PAD) entering the APBD.

"This is a system that we must encourage, so that in the future it will be accountable, transparent, and Bapenda will not be deceived again by parking operators, so that there will be no more PAD leaks," he added.
