Ministry Of Finance Affirms That PP THR For Civil Servants Is The Same As PMK, There Is No Performance Allowance

JAKARTA - The Director-General of Budget at the Ministry of Finance Isa Rachmatawarta denied that there were differences in regulations regarding the implementation of the disbursement of the THR (holiday allowance) for the (ASN) State Civil Apparatus.

Isa emphasized that the Regulation of the Minister of Finance Number 42/PMK.05/2021 as a derivative rule, is the same as Government Regulation Number 63 of 2021.

Isa explained in the PP and PMK regarding THR and 13th salary in 2021, it is difficult to match if only the basic salary and attached allowances are paid without including performance allowances.

Article 10 of PP 63/2021 states, holiday allowances and thirteenth salary as referred to in Article 2, does not include:

1. Performance allowance

2. Regional performance allowance or other designations

3. Additional employee income or other designations

4. Performance incentives

5. Work incentives

6. Static archive management allowance

7. Hazard allowance, risk allowance, compensation allowance, or other similar benefits

8. Security allowance

9. Professional allowances or special allowances for teachers and lecturers or honorary allowances

10. Additional income for PNS teachers

11. Special incentives

Meanwhile, Article 10 of PMK 42/2021 states, holiday allowances and thirteenth salary as referred to in article 2, does not include:

1. Performance allowance

2. Additional employee income or other designations

3. Performance incentives

4. Work incentives

5. Static archive management allowance for civil servants within the National Archives of the Republic of Indonesia

6. Radiation hazard allowance for civil servants within the Nuclear Energy Supervisory Agency

7. Nuclear hazard allowances for civil servants within the National Nuclear Energy Agency

8. Radiation hazard allowance for radiation workers

9. Benefits for safety and health hazards in organizing search and rescue services for civil servants within the National Search and Rescue Agency

10. Allowance for the risk of safety and health hazards in the operation of the coding

11. Security allowance for encryption

Previously, member Commission XI of Indonesian Parliament Mukhamad Misbakhun assessed that the government must take seriously the emergence of a petition from the State Civil Service complaining that the value of the 2021 THR is too small. This petition is because the THR paid is only the basic salary and attached allowances without including performance allowances.

Misbakhun questioned the policy of the Minister of Finance Sri Mulyani Indrawati. The reason is, the 2021 THR ASN disbursement is carried out through a different formulation, between the Government Regulation and the Minister of Finance Regulation.

"There is a difference between President Jokowi's wishes in Government Regulation and the Minister of Finance Regulation made by Sri Mulyani as Minister of Finance. I don't know what the Minister's motivation is to make a different formulation. This is clearly controversial", Misbakhun told reporters, Tuesday, May 4.
