JAKARTA - The Corruption Eradication Commission (KPK) reminds conflicts of interest or conflict of interest to be an entry point for abuse of power. Many irregularities can occur and lead to a decline in bureaucratic integrity to cause corruption.

This was conveyed by the Deputy Chairperson of the KPK, Ibnu Basuki Widodo, when he opened a Workshop to Prevent Conflicts of Interest in the 2025 Public Sector in Jakarta on Tuesday, June 3. According to him, this problem often creates administrative irregularities which are ultimately used to steal people's money.

"The conflict of interest is the root of corruption and there are many irregularities in public administration," Ibnu said as quoted from the institution's official statement, Wednesday, June 4.

This condition makes the KPK feel that conflicts of interest should be a strategic issue. The control, continued Ibnu, should be discussed thoroughly because this problem can sneak in on various decisions and public policies.

"Even practices like whispers during the transfer process, positions can be classified as COI," he said.

Furthermore, Ibnu also highlighted the weak awareness of potential conflicts of interest in the bureaucracy. According to him, many state civil servants (ASN) and public officials do not realize they are in vulnerable situations.

"This concept has not been fully internalized. In fact, the 2020 Transparency International report states that 60 percent of corruption cases are rooted in conflicts of interest," he explained.

Complementing it, KPK Monitoring Director Aida Ratna Zulaiha said that the management of conflicts of interest requires a dual approach such as compliance-based and strengthening ethical awareness (value-based).

"If left unchecked, conflicts of interest will cause ethical violations so that they have the potential to cause criminal acts of corruption," Aida said.

However, the KPK assesses that most agencies have not implemented this approach. This is because they prioritize the aspect of compliance without forming value.

Thus, the anti-corruption commission compiled seven strategic steps to encourage the implementation of the Minister of PANRB Regulation Number 17 of 2024 which replaces PermenPANRB Number 37 of 2012 related to the management of conflicts of interest. The details are related to the preparation of technical instructions, enforcement of sanctions, mapping conflicts of personal interest, to strengthening APIP capacity that is independent as a COI manager in their respective institutions.

"Since its establishment, the KPK has realized that conflicts of interest are the seeds of criminal acts of corruption. Therefore, the KPK continues to carry out various initiatives ranging from international conferences, studies, to encouraging regulatory improvements," concluded Aida.
