Former Head Of The Gayo Aceh Sharia Islamic Board, Suspected Of Corruption Billions Of Santri Food Spending

BANDA ACEH - The former Head of the Gayo Lues Regency Islamic Sharia Service, Aceh, with the initials HS, has been named a suspect in the corruption of food spending for santri training. Losses to state finances were estimated at IDR 3.7 billion.

"From the results of the Aceh BPKP audit on the program to increase santri resources for food and beverage spending at the Gayo Lues Islamic Sharia Service for the 2019 fiscal year, it has caused state financial losses of Rp 3.7 billion," said Chief of Police Gayo Lues AKBP Carlie Syahputra Bustamam quoted by Antara, Thursday , April 29th.

AKBP Carlie said that in the 2019 fiscal year, the Gayo Lues Islamic Sharia Service carried out a training program to increase santri resources with a budget realization of IDR 9 billion from the Aceh Special Autonomy Fund (DOKA) in the 2019 APBK.

The funds are then allocated to the committee, informants and participants as many as 1,085 people for 90 days amounting to Rp. 5.4 billion. Then, shopping for snacks is Rp. 2.4 billion, and the need for buying tea or coffee is Rp. Rp1 billion.

"For the needs of rice (buffet), snacks and tea / coffee three times a day, the provider of rice and snacks is carried out by Wisma Pondok Indah, and for tea / coffee this is done by Ira Catering," continued AKBP Carlie.

The HS suspect, who at that time also served as a budget user (PA) and concurrently a commitment maker (PPK), was suspected of not controlling the contract according to his duties and authority, including assessing the performance of the provider.

"HS as the head of the department at that time did not take any action, even though the provider transferred all work to other parties," he said.

During the handover of the work, HS is also suspected of not checking the specifications and quantity of goods and services whether they have conformed to the contract or not.

"As PA and also in PPK, he makes payments in which the provider never carries out the work according to the contract," continued AKBP Carlie.

Apart from HS, the police also named two other suspects, namely LM as the provider of rice and snacks from Wisma Pondok Indah, and SH as the Technical Implementation Officer (PPTK).

Carlie explained that LM as Deputy Director of Wisma Pondok Indah was suspected of having faked the signature of the director on behalf of Upik, and did not carry out the work according to the contract.

"Shopping for rice according to the contract is Rp. 19,665, but what is paid is Rp. 9,500. Then, shopping for snacks according to the contract is Rp. 8,910, but what is paid is only Rp. 4,900 per portion," said Carlie.

Meanwhile, the suspect SH, acting as the PPTK, did not carry out his duties in accordance with Permendagri Number 13 of 2006 and its amendments, regarding guidelines for regional financial management. Then, he borrowed the Ira Catering company for the purposes of carrying out shopping work, aqua glass and tea / coffee.

"As a PPTK, he received profits from the work of shopping for food and beverages at the Gayo Lues Islamic Sharia Service," he said.

In this case, the Gayo Lues Police confiscated several pieces of evidence, including a decree (SK) of related parties, contract documents, SP2D documents, payment documents and bank statement print out documents.

The suspect is subject to Article 2 paragraph (1), Article 3, and Article 18 of Law of the Republic of Indonesia Number 31 of 1999 as amended by Law of the Republic of Indonesia Number 20 of 2001 concerning Eradication of Corruption in conjunction with Article 55 paragraph 1 of the Criminal Code.
