Observer: DKI Provincial Government Must Prepare Jakarta Bank Parking System

JAKARTA Following the issuance of the DKI Jakarta Governor's Instruction (Ingub) Number 6 of 2025 concerning the obligation to use public transportation for state civil servants (ASN), transportation observer Djoko Setijowarno assessed that the DKI Provincial Government also needs to fix the parking sector and transportation policies as a whole in the capital city.

Djoko, who also serves as Deputy Chair of the Central Indonesian Transportation Community (MTI) Empowerment and Development Area, said that the arrangement of the roadside parking system needs serious attention. He said that parking space in Jakarta is getting narrower, while ideal parking rates should adjust the distance to the city center to be closer, more expensive.

"The DKI Jakarta Provincial Government must also arrange parking on the side of the road," said Djoko when confirmed, Friday, May 2, 2025.

Furthermore, he encouraged the Provincial Government to implement a strict parking policy to encourage people to switch to public transportation. One of them, by requiring residents who own cars to own private garages and apply progressive tariffs for private vehicle owners more than one unit.

Not only that, illegal parking must also be brought under control. According to Djoko, controlling and rearranging the parking system has the potential to increase regional retribution and can be used to support public transportation subsidies.

"This effort must be accompanied by restrictions on the use of private vehicles and increasing the attractiveness of public transportation. The provision of pedestrian facilities and bicycle lanes must also be continued and improved," he said.

Meanwhile, technical problems also overshadow the parking system in Jakarta. Previously, the DKI Jakarta Transportation Agency reported that 137 of the 201 units of the Electronic Parking Terminal (TPE) were damaged. Only 64 units are still functioning at a number of road points in Jakarta.

Head of the DKI Jakarta Transportation Agency, Syafrin Liputo, said that the damage was caused by limited parts.

This engine originated in Sweden and has been installed since 2016. However, since 2018 -2019, full-sale services and the availability of problematic parts have been damaged. So many are damaged," said Syafrin.

As a result of this damage, parking transactions were again carried out manually by parking attendants (jukir), so they were not recorded electronically. This causes the loss of potential parking retribution income in large quantities for the DKI Jakarta Provincial Government.
