JAKARTA - The Witness and Victim Protection Agency (LPSK) provided protection to three victims in the alleged immoral act against minors by the former Ngada Police Chief, East Nusa Tenggara, AKBP Fajar Lukman Widyadharma Sumaatmaja.

The three victims were decided to receive protection in the form of fulfilling procedural rights and restitution counting facilities. Psychological rehabilitation assistance was also given to one of the victims who was 6 years old.

"The victim's petition was accepted based on the decision of the LPSK Leadership Court or SMPL on April 9, 2025," said LPSK Deputy Chair Sri Nurherwati when confirmed in Jakarta, Antara, Tuesday, April 22.

In following up on the protection requests submitted by the victims, LPSK has conducted an in-depth information, coordinated with the NTT Women and Children Protection UPTD (PPA), and collaborated with the NTT Psychologists Association to analyze the level of threats and psychological situations of victims.

The fulfillment of procedural rights service is provided by LPSK to assist victims in providing information in every criminal justice process. The implementation is in collaboration with Friends of Witnesses and Victims of NTT, LBH APIK-NTT, social rehabilitation assistants of the NTT Ministry of Social Affairs, and UPTD PPA NTT.

In addition to protecting victims, added Nurherwati, the main focus that also needs to be emphasized regarding the handling of this case is related to the criminal act of trafficking in persons (TPPO) aimed at sexual exploitation.

The status of the victim is a girl who is sexually exploited using social media applications. For this reason, the perpetrator can be charged with the Law on the Crime of Sexual Violence, Child Protection, TIP, and Information and Electronic Transactions," he said.

In addition, the position of child vulnerable is also considered to need attention. In providing protection and fulfillment of their rights, growth and optimal development need to be considered from a physical, mental, spiritual, and social perspective.

"Children's access to digital applications needs attention and action is taken against provider platforms because TIP in the form of sexual exploitation is a serious threat to children's growth and development," said Nurherwati.

He hopes that the central, regional and law enforcement officials will pay special attention to handling TIP, especially sexual exploitation in NTT and the importance of reproductive health education.

All parties can take lessons from this case. Children's rights should not be ignored due to economic limitations, household problems, or the current growing lifestyle. The central government should also take action against digital applications used for sexual exploitation," said Nurherwati.

Previously, the National Police named the former Ngada Police Chief AKBP Fajar Widyadharma Lukman Sumaatmaja, who had recently been fired from the police, as a suspect in an alleged immoral case and drug use.

Karopenmas, Police Public Relations Division, Brigadier General Trunoyudo Wisnu Andiko, said at a press conference in Jakarta, Thursday, March 13, that AKBP Fajar was suspected of sexually harassing three minors and one adult aged 20 years.

The three victims of these minors, among others, were 6 years old, 13 years old, and 16 years old. AKBP Fajar is also suspected of recording his sexual acts and uploading the video to a child pornography site or forum on the dark web (darkweb).
