JAKARTA - Commission III of the DPR has given seven days to the management of the ORiental Circuit Indonesia (OCI) circus to resolve cases of alleged exploitation of its former employees amicably.

If within that deadline the issue is not resolved, Commission III of the DPR invites the victim to take this case to court.

Commission III of the House of Representatives summoned the former ORiental Circuit Indonesia or OCI and the manager of Taman Safari and the West Java Regional Police, Monday, April 21.

The summons was carried out in the aftermath of the alleged exploitation and violence experienced by the former circus players.

Deputy Chairman of Commission III of the DPR, Sahroni, said that his party had listened to reports directly from both parties, namely the OCI and former employees who claimed to be victims of torture.

Witnessed by the West Java Regional Police, Commission III of the DPR gave time to both parties to resolve problems in a family manner in accordance with Komnas HAM recommendations.

"It was handled in a friendly manner. Well, my friends also saw that there was an aspect of hope from the reporter regarding what was the responsibility of the request to the manager. Well, the manager himself felt aggrieved because the news was not entirely correct," said Sahroni.

"For example, there was an example, there was a name Hilda (Ida) he said, if I'm not mistaken what he said was not given treatment. It turned out that he was answered, given treatment until it was flown and the value was up to Rp36 million," he continued.

Sahroni said the case had expired since it was investigated in 1997. However, the victims wanted to demand justice for what happened while working at the circus.

"Well, this case is 35 years old. When you talk about the rule of legal trade, it's expired. This can't be an item. It's just because the reporter expects justice. Where, 'please take care of me in a state like before, I was exploited'. Well, if you talk about exploitation, right? In the circus, it's exactly the same training as it seems as if it was targeted. Oh, I have to be like this, I am like this, like that. Well, it's considered to be something as if it was a human rights violation. But when you talk about circus, that's how the training circus is, it's like this," explained Sahroni.

"Well, that's why I insisted on the parties, both the manager and the former circus players, to sit together to find what midpoint the circus player and the manager hoped for. And finally, I asked for time, give them seven days," he continued.

Sahroni ensured that Commission III of the DPR would oversee this case. If for seven days there is no agreement point between the two parties, then Commission III invites the victim to take legal action or report the case back to the police.

"If seven days is not completed, then please go through the law enforcement process which we will monitor later," he continued.

Commission III of the House of Representatives (DPR) received a former employee of the Indonesian Oriental Circuit (OCI) at the DPR Building today. The Commission for Law in the DPR RI facilitated an audience between employees who reported violence with the OCI and the West Java Police.

During the hearing, former OCI circus player Vivi Nurhidayah admitted to running away but was caught again until he was beaten. The beating was carried out by a circus manager named Frans Manangsang.

"We all run away from the circus so we really hide from them as much as possible so we don't get caught, I ran away in 86 when my sister was beaten and my sister ran away and was beaten. The circus was the one who did it, Mr. Frans Manangsang," said Fifi.

Vivi and his colleagues reported to Commission III of the House of Representatives to get justice after 30 years after the case was investigated. Vivi said he and the other victims had been waiting for this hearing for a long time.

"We once wanted to meet Pak Jansen's son (one of the founders of OCI), Ester's name was we wanted a family reunion at that time but we didn't respond well," said Vivi.

Komnas HAM investigated this case in 1997. After that, Komnas HAM gave a recommendation to the OCI to seek the origin of the parents of the circus players to ensure the education of the underage players.

Previously, Vivi and a number of former SCI players, Ida and Butet, visited the Ministry of Human Rights office on Jalan Rasuna Said, Kuningan, South Jakarta (Jaksel) on Tuesday, April 15, then. Their arrival was for an audience with the Deputy Minister of Human Rights and sought justice due to allegations of being victims of exploitation and torture while working at OCI.

To the Deputy Minister of Human Rights, Mugiyanto, a number of former OCI players shared their suffering.

Ida said that she was brought by the Indonesian Oriental Circuit since the age of five from her parents in 1976. She was then taken to an animal tourist spot in the Cisarua area, Bogor, West Java to be trained as a circus player.

Ida admitted that she was tortured and beaten when she was wrong in training. Even in 1989 while performing an acrobatic show, Ida fell and finally suffered a fracture.

"So in the middle of training, they often like it or not. So they just make fun of them. It's like being beaten. If something goes wrong, they will be hit a little," said Ida at the Ministry of Human Rights office on Tuesday, April 15, then.
