JAKARTA The All-Indonesian Fishermen Association (HNSI) stated that it is ready to accommodate all the aspirations of fishermen and collaborate with the government in socializing policies. In order to help fishermen, HNSI encourages the government to use alternative technology in order to manage fish resources in the country.
Deputy Chairman of the Central Executive Board (DPP) of HNSI, Agus Suherman, said that the management of fish resources in the country needs serious attention. Given the diversity and complexity in various aspects, ranging from resources, technical capture, environment, and stakeholders who also have various kinds of aspirations.
"We have to be patient, be patient a lot, have a lot of dialogue and discussions. Therefore, the All-Indonesian Fishermen Association (HNSI) is present as a bridge, so that the aspirations can be properly interpreted and submitted to the authorities, namely the government," said Agus Suherman, through a release received by journalists, in Jakarta, Monday, April 21.
"At the same time, HNSI is always ready to collaborate with the government to socialize policies to fishermen and fisheries business actors whose goal is to be good in the context of transforming the governance of capture fisheries in the country," he continued.
HNSI's readiness to respond to fishing demonstrations in a number of areas related to the rejection of the Ministry of Maritime Affairs and Fisheries (KKP) regulation which requires the use of the Vessel Monitoring System (VMS) or signal-based system monitoring devices on board. The reason for the rejection is because the costs considered to burden the fishermen.
VMS itself is a signal-based monitoring device that is useful for tracking the ship's position at sea. This is an important effort for the sustainability of marine management.
Agus Suherman said the obligation to install VMS or the Fishery Ship Monitoring System (SPKP) was contained in related regulations such as Government Regulation (PP) No. 5/2021, PP 27/2021, to PP 11/2023.
"Then the government, based on input from many parties, made a transition through the Circular Letter of the Minister of Marine Affairs and Fisheries, especially for fishing vessels with central permits resulting from migration from regional permits because they operate above 12 nautical miles and fishing vessels whose permits are under the authority of the Governor," said Agus.
According to Agus, this step is very good and wise. This means, he said, the government was always present and captured the dynamics that developed and also the challenges that were still found in the field.
"One of the challenges that is always put forward in the field related to VMS is that the price is still considered too expensive, especially for 5-30 GT ships. We know that the price of VMS this year is much cheaper than in previous years, but it is still considered not very affordable for some fishermen and business actors," explained Agus.
Therefore, Agus said, HNSI encourages the government to use cheaper VMS technology. So as not to burden the fishermen in the country.
"For fishing vessels measuring 5-30 GT, it may not have to be satellite-based technology as it is today. It can use alternative technology, the important thing is that the function is the same, namely to monitor the movement of ships that are very useful for fishermen, ship owners, and the government," said Agus.
"Imagine without VMS, if an unwanted thing happens in the sea like an accident, then of course it will be difficult to find a position so that rescue efforts cannot be immediately," he added.

"Furthermore, if the price of VMS is cheaper, for example in the range of Rp. 1-2 million without the cost of water time, then there will be no more obstacles for ship owners with a size of 5-30 GT to immediately install VMS," said Agus again.
