YOGYAKARTA - The government continues to encourage subsidized housing programs for Low-Income Communities (MBR). The Ministry of Housing and Settlement Areas (PKP) will enforce new rules regarding the income limit for MBR to buy subsidized houses. Regarding the new provisions, this will be implemented in the Jabodetabek area.

There is a minimum salary limit for individuals or families to be able to buy subsidized houses from the government. Previously, the rules regarding the MBR income limit were listed in the Decree of the Minister (Kepmen) of PUPR Number 242/KPTS/M/2020 concerning Income Limits for the Target Group of Credit/Finance Ownership of Subsidized Homes, Interest Rates/Subsidized Financing Permits, Subsidy Periods and Time-Term Loans/House Ownership Financing, Tax Public Home Selling Price Limits and Public Flats Units, Land Area Limits and Floor Areas of Taxy Public Homes, Floors of Public Flats and Subsidy of Housing Advance Assistance Subsidies.

For people in these circles who are interested in buying subsidized houses, they must understand this latest information. So in this regulation, what is the income limit for MBR to buy subsidized houses in the Jabodetabek area?

In the minimum provision of MBR's income to be entitled to buy subsidized houses, previously it was regulated a maximum of IDR 7 million for singles and IDR 8 million for those with families. The income limit will now be expanded to IDR 12 million per month for those who are single and IDR 13 million for those who are married.

At the signing of the MoU with the Ministry of Communication and Digital Affairs (Komdigi) on Tuesday, April 8, 2025, PKP Minister Maruarar Sirait said that this latest policy would be formalized through the Ministerial Decree. Currently, this is still in the technical discussion stage and is planned to be officially issued on April 21, 2025.

By referring to input from BPS, continued Maruarar, this policy aims to create justice and expand access to housing for people who were previously constrained by the provisions of the old income limit.

The adjustment of income limits for MBR is also the result of coordination with the Central Statistics Agency (BPS). The goal is to adjust the standard income for decile 8 which varies in each province.

"We raised the maximum limit from the previous Rp 7 million-Rp 8 million to Rp 12 million-Rp 13 million. This applies to all groups, but specifically in Jabodetabek we adjust it to BPS input," said Maruarar.

Head of BPS, Amalia Adininggar Widyasanti, explained that the increase in income limits was based on BPS calculations that considered decile 8 standards in each province.

"The standard of life in each province is different. Jabodetabek, for example, has a higher cost of living, so we set Rp. 13 million for those with families and Rp. 12 million for singles," said Amalia.

The expansion of the subsidized housing market is projected to occur in line with the easing of the MBR income limit. This policy has the potential to open greater access to subsidized housing, with an estimated of up to 30,000 units only for journalists, not including opportunities from the labor or labor sector.

"If the current government quota is 220,000 units, this could be an additional significant revenue for the KPR Distribution Bank," said Maruarar.

Housing subsidies will continue to be channeled through the State Savings Bank (BTN) and several other banks with adjusted funding based on government allocations. Through this policy, the government hopes that more families in the Jabodetabek area can access and own decent houses.
