Arrested By KPK, South Sumatra OKU DPRD Member Asks For Project Fees And Budget Reply For PUPR Service To Increase

The Corruption Eradication Commission (KPK) has arrested six suspects in the alleged bribery case of the Ogan Komering Ulu (OKU) Regency Public Works and Spatial Planning (PUPR) project, South Sumatra.

The positions of the six suspects include DPRD members, heads of offices, and private parties. The six suspects are Ferlan Juliansyah as a member of Commission III, M. Fahrudin as Chairman of Commission III, Umi Hartati as Chairman of Commission II of the OKU DPRD, Nopriannsyah Head of the OKU Regency PUPR Service, M. Fauzi alias Pablo as a private party, and Ahmad Sugeng Santoso as a private party.

KPK chairman Setyo Budiyanto explained the plan for the evil consensus of the suspects. In the preparation of the 2025 OKU Regency APBD draft, representatives of OKU Regency DPRD members asked for rations from physical projects at the PUPR Service from a number of projects with a value of Rp35 billion.

"The fee is still agreed upon at 20 percent, the allocation for DPRD members, so the total fee is IDR 7 billion," Setyo said at a press conference at the KPK's Red and White Building, South Jakarta, Sunday, March 16.

With this project allotment agreement, the DPRD also agreed on the budget allocation of the PUPR Service in the 2025 APBD which in the previous discussion was Rp48 billion to Rp96 billion or doubled when the APBD was ratified.

Then, the Head of the OKU PUPR Service, Nopriannsyah, offered 9 projects to Fauzi and Ahmad Sugeng Santoso with a commitment fee of 22 percent, of which 20 percent were for the DPRD and 2 percent for the PUPR Service.

The nine projects include rehabilitation of the regent's official residence, rehabilitation of the deputy regent's official residence, construction of the PUPR Service office, construction of bridges, and improvement of roads in a number of villages.

When entering the month of Ramadan, representatives of the DPRD demanded a project fee from the Head of the PUPR Service Nopriansyah to be forwarded to the private sector so that the disbursement was carried out before Eid al-Fitr.

"On March 13, 2025, MFZ handed over Rp2.2 billion to N (Nopriansyah) which is part of the project fee commitment which was then requested by N. The money came from the down payment for project disbursement. In addition, in early March 2025, ASS handed over Rp1.5 billion in cash to N," explained Setyo.

Then on March 15, the KPK began conducting OTT and securing IDR 2.6 billion which was committed money from M. Fauzi and Ahmad Sugeng Santoso as private parties who would work on the project.

"So for the Rp1.5 billion that was handed over at the beginning, it was partly used for the benefit of the NOP (Head of Service), some still exist, and some have been used for the purchase of a Toyota Fortuner car," explained Setyo.

The six suspects are now detained by the KPK for 20 days until April 4, 2025. The three suspects who are members of the OKU Regency DPRD are placed in a state detention center in the KPK building C1

Meanwhile, the Head of the PUPR Service and two private parties were detained at the KPK detention center branch, Jalan Kuningan Persada K4, South Jakarta.

Previously, the KPK conducted a hand arrest operation (OTT) on eight people in OKU Regency on Saturday, March 15. The KPK also secured Rp2.6 billion in cash from the OTT.
