TNI Headquarters Ensures Bulog President Director Novi Helmy Gets A Rank Increase As Lieutenant General

JAKARTA - Head of the TNI Information Center Major General TNI Hariyanto said that the President Director of Perum Bulog as well as the Commander General of the TNI Academy, General TNI Novi Helmy Prasetya, will receive a promotion to one level to become a three-star or lieutenant general.

This must be done because the position of Commander General (Danjen) of the TNI Academy must be held by high-ranking officers with the rank of lieutenant general.

"The administrative process for high-ranking three-star officers is still ongoing and later after the administrative process is completed, the next mechanism will be carried out in accordance with applicable regulations," Hariyanto said as quoted by ANTARA, Tuesday, February 11.

Apart from the fact that the Danjen of the TNI Academy must be held by a high-ranking three-star officer, Hariyanto explained that the promotion given to Novi Helmy also aims to equalize the position of another Novi as President Director of Perum Bulog.

"The position of President Director of Bulog is equivalent to echelon I, which is in the TNI structure at the same level as a three-star high-ranking officer," explained Hariyanto.

However, Hariyanto has not been able to confirm when the Novi Helmy promotion procession will be carried out.

Between them had asked about the internal TNI procedures that regulated the permit for concurrent positions, but until now Hariyanto has not provided an explanation regarding this matter.

Previously, Major General TNI NoviHelmy Prasetya and dozens of other high-ranking officers were affected by the rotation of positions based on the Decree of the TNI Commander Number Kep/133/I/2025 dated January 31, 2025.

The decree was issued on January 31, 2025, indicating that NoviHelmy received an increase in positions in the TNI institution before being appointed by the Minister of State-Owned Enterprises (BUMN) Erick Thohir as Director of Perum Bulog.

The decision to appoint Novi as the President Director of Bulog is contained in the Decree of the Minister of SOEs Number: SK-30/MBU/02/2025 dated February 7, 2025.

Appointed based on MoU

Hariyanto explained that the appointment of Major General TNI NoviHelmy as Director of Perum Bulog was based on a cooperation agreement between the TNI and the Ministry of SOEs.

"The appointment of Major General TNI Novi Helmy as President Director of Bulog is part of a strategic collaboration between the TNI and BUMN which is based on a memorandum of understanding (MoU) between the two institutions that have been carried out previously," said Hariyanto.

However, Kapuspen did not explain in detail what the cooperation regulated between the TNI and the Ministry of SOEs in the MoU was.

Apart from being MoU, Novi Helmy was appointed as the President Director of Bulog because he was considered to have experience in the field of Babinsa (Village Guidance Officer) development and had a wide network. This experience is considered to make it easier for Bulog to run the national food security program.

This, continued Hariyanto, was also approved by the TNI Commander General Agus Subiyanto.

"The TNI Commander has approved the request after considering the strategic aspects and contributions that can be given by Major General TNI Novi Helmy in Bulog," he said.
