Revision Of DPR's Rules Has The Potential To Create Inter-Institutional Conflicts

JAKARTA A political observer from the Citra Institute, Efriza assessed that the revision of the DPR's Orders ratified through a plenary meeting full of political content as well as showing that the DPR for the 2024-2029 period failed to understand the meaning of etiquette which tends to internal affairs.

"This order makes institutions such as the Supreme Court, the Constitutional Court, the KPK, and even the candidate for the TNI Commander to the National Police Chief candidate under the control of the DPR, because they can evaluate the end of course the recommendation for removal," he said, Sunday, February 9, 2025.

According to him, the revision of the contract is full of political content and there is an allegation that the DPR wants to weaken other state institutions for their own sake. In the end, it also allows for the interests of its political parties, because our legislators work according to the direction or instructions of the party," he added.

Efriza emphasized that this revision of the rules also has the potential to cause conflicts between state institutions in the future. He gave an example, if the KPK targets the general chairman or secretary general of political parties, or even the leadership of the DPR, then the next step of parliament is to evaluate the KPK.

"So it is possible for the leadership of the KPK chosen by Commission 3 and ratified the DPR plenary meeting to be considered of minus value, and could lead to conflicts between institutions such as cases of cicak and crocodiles first between the Police and the KPK," he said.

Previously, the Legislation Body of the DPR approved the revision of DPR Regulation Number 1 of 2020 concerning Order or the DPR's Order proposed by the Honorary Court (MKD). In the revision, the MKD proposed the addition of one article, namely Article 228A.

This article gives the authority for the DPR to conduct periodic evaluations of the heads of institutions and ministries agreed at the plenary meeting. The evaluation will be carried out by the relevant commission and the results will be binding to be followed up in accordance with the applicable mechanism.

With the ratification of the revision of the contract, all state officials appointed in the DPR plenary meeting can be evaluated by the parliament, including the KPK leaders, KPU commissioners, Bawaslu members, as well as MK and MA judges.
