In 2017, the portion was only 28.1 percent of total manufactured exports, below Thailand's 63.8 percent, Malaysia 63.4 percent, and Vietnam at 51.3 percent. The UIS data shows that the number of Indonesian researchers compared to 1 million people is also one of the lowest. As of 2017-2018, the number is only 244 per 1 million population. If Indonesia only focuses on developing the region without considering human resource preparation, there will be concerns that there will be gaps for anyone who can enjoy this progress.

Seeing how far Indonesia's capacity is from Silicon Valley, Nailul appealed not to this project just as a place to get incentives without really paying attention to R&D progress. KEK will indeed get a lot of tax incentives based on Government Regulation (PP) No. 12/2020 and Regulation of the Minister of Finance (PMK) No. 237/2020.
