Minister of Religion (Menag) Nasaruddin Umar hopes that the Presidential Decree (Keppres) on the Cost of Organizing Hajj (BPIH) can be published today, because it will be a guide to start Hajj operations, including repayment.

"Hopefully it will come out today, so we hope, yes," said the Minister of Religion in Jakarta, Tuesday, February 4, quoted by Antara.

This Presidential Decree regulates BPIH and Hajj Travel Fees (Bipih) per embarkation.

This provision of costs applies to pilgrims for Hajj candidates, Regional Hajj Officers (PHD), and Guidelines for the Hajj and Umrah Guidance Group (KBIHU).

The Minister of Religion said that in substance all preparations for the implementation of the Indonesian Hajj were already underway. The government and the DPR have agreed on the amount of BPIH and Bipih.

However, to pay off the cost of the Hajj, prospective regular pilgrims must wait for the issuance of the Presidential Decree.

"Actually, everything has been completed, even some of it has been running, yes. But the formality is that we have to exist, waiting for the Presidential Decree, but God willing, the data, right, is there," he said.

Previously, Commission VIII of the DPR RI and the Ministry of Religion of the Republic of Indonesia agreed on the amount of BPIH for each regular Hajj participant, an average of Rp. 89,410,258.79, assuming a USD 1 exchange rate of Rp. 16,000 and 1 SAR of Rp. 4,266.67. This cost decreased compared to the BPIH 2024 average which reached Rp. 93,410,286.00.

The decline in BPIH has an impact on the decrease in the cost of Hajj (Bipih) that must be paid by the congregation. The 2024 pilgrims pay Bipih on average of IDR 56,046,171.60. Meanwhile, the average of 2025 pilgrims will pay Bipih of IDR 55,431,750.78.

The use of Benefit Values allocated from the results of optimizing the initial deposit of the congregation also decreased. The average value of benefits per person in 2024 is IDR 37,364,114.40. This year, the use of the value of benefits decreases on average per person by IDR 33,978,508.01.
