The Management Of The Trans Pakuan BISKITA Service Has Been Officially Transferred To The Bogor City Government

The Ministry of Transportation through the Jabodetabek Transportation Management Agency (BPTJ) confirmed that starting January 1, 2025, the management of the Trans Pakuan BISKITA service in Bogor City will officially be transferred to the Bogor City Government.

This transfer is carried out in accordance with the ability to delegate public transportation subsidies with the Buy The Service (BTS) scheme in Bogor City for 2025. The letter was issued by the Bogor City Transportation Service on June 25, 2024.

Since its launch in November 2021, the BISKITA Trans Pakuan service has become a subsidy program from the Central Government through the BTS scheme. This program aims to be a stimulus so that local governments can take over the management of transportation services independently.

Plt. Head of BPTJ, Suharto, explained that this transition process had been planned since 2023. "We have given the Bogor City Government time to prepare for the transfer of this service. Initially, the transfer was postponed because the Bogor City Government was not ready. However, in 2024, Bogor City declared its readiness by allocating a budget of Rp. 10 billion to support service operations," Suharto said.

According to Suharto, the BISKITA Trans Pakuan service is a pilot project that is temporary. "As a coach, we provide examples of how to provide safe, comfortable, and affordable public transportation. However, according to regulations, this service must be managed by local governments," he added.

This is in accordance with Law Number 22 of 2009 concerning Road Traffic and Transportation, which requires local governments to ensure adequate public transportation.

In addition, Government Regulation Number 35 of 2023 and Regulation of the Minister of Home Affairs Number 15 of 2024 also mandate that at least 10% of motor vehicle taxes are allocated to increase the mode of public transportation.

Suharto also said that the central government's budget rationalization policy had an impact on reducing a number of programs, including subsidies for urban public transportation services through the BTS scheme.

"With this condition, the Bogor City Government must be able to optimize existing resources to support the sustainability of public transportation services in stages," he said.

With this transfer, it is hoped that the Bogor City Government can continue the success of the BISKITA Trans Pakuan program, as well as strengthen its commitment to providing quality transportation services for the community.
