Commission II Of The DPR Godok ASN Bill, Will Rotate Local Government ASN Such As Members Of The TNI-Polri

JAKARTA - Chairman of Commission II of the Indonesian House of Representatives, Rifqinizamy Karsayuda, said that the Draft Law (RUU) on Amendments to Law Number 20 of 2023 concerning State Civil Apparatus (ASN) will make the rotation of ASN from the Regional Government (Pemda) can be like members of the TNI, Polri, Attorney General's Office.

According to him, the bill will be the focus for the discussion of Commission II of the DPR RI in 2025 because it is a Priority Prolegnas. He wants the ASN meritocracy system to be built evenly nationally.

"Maybe we start from echelon II to above, it will all become central ASN, so that the head of the service, regional secretary, and so on can be rotated quite well nationally," said Rifqinizamy at the Parliament Complex, Senayan, Jakarta, Monday 30 December, confiscated by Antara.

According to him, later the law will allow ASN to move to other areas. Do not let, he said, there be an ASN who from being appointed to retiring only serve in certain districts, even though his expertise is very good.

"Police, soldiers, prosecutors, can rotate nationally, so we also hope that ASN has that ability," he said.

In addition, he said that ASNs who have received scholarships to study abroad have the potential to decline because they return to their hometowns. So these people need to be rotated nationally.

"He's already in his master's degree and his doctoral degree gets a scholarship abroad, when he returns to his village, his capacity then decreases," he said.

Therefore, later Commission II of the DPR RI will discuss the national rotation mechanism for ASN when discussing the ASN Bill. In addition, according to him, the ASN Bill will fix the issue of ASN neutrality related to elections or regional elections.

"Therefore, the residue of the regional elections that makes our ASN not neutral, we are trying to fix it in the ASN Law," he said.
