Wihaji was born on August 22, 1976 in Sragen, Central Java. He completed his undergraduate education in Islamic Religious Education at the Salatiga State Islamic High School (STAIN), then continued his graduate studies in the field of Environmental Management at the Jakarta State University.

His political career began when he was elected as an expert staff for members of the People's Representative Council (DPR) from the Golkar Party for the election region of Central Java IV. In addition, he has also served as Deputy Secretary General at the Central Leadership Council (DPP) of the Golkar Party.

In 2014, Wihaji tried to seize the opportunity by running for a member of the DPR from the Golkar Party faction. However, the effort was unsuccessful and he failed in the election. Nevertheless, Wihaji remains active in politics and continues to develop his career in the Golkar Party.

He then again tried his luck by participating in the Regional Head Election (Pilkada) of Batang Regency in 2017 as a candidate for regent. This effort paid off when he was elected as Regent of Batang for the 2017-2022 period, paired with Suyono. They won the 2017 Batang Pilkada with 56.6 percent of the votes or around 245,181 votes.

During his tenure as Regent of Batang, Wihaji's performance received a lot of appreciation, especially in the economic sector. Through the Batang Integrated Industrial Estate (KITB) development program, he managed to attract investment from two large companies from South Korea and Switzerland.

According to the LHKPN, Wihaji has a total wealth of IDR 3,400,958,514 (IDR 3.4 billion) based on a report submitted on January 4, 2022. Until now there has been no latest report regarding his wealth.

Wihaji's wealth consists of 2 plots of land and buildings worth Rp. 2.1 billion. He also owns 3 motorbikes and 2 cars with a total value of Rp. 481 million. In addition, Wihaji has other assets in the form of movable assets and cash which are valued at Rp. 8.9 million and Rp. 806 million, respectively. He is also recorded as having a debt of Rp. 19 million, which reduces the total value of his assets.

Wihaji is reportedly one of the ministerial candidates in Prabowo-Gibran's cabinet after visiting Prabowo's house. In his statement after the meeting, Wihaji mentioned that he has the potential to be placed in an institution that handles problems such as stunting and family planning programs.

He revealed that with a very large population, efforts need to be made to create a golden generation that starts from upstream to downstream. However, until now, he has not provided further confirmation regarding whether he will serve as minister or not.
