JAKARTA - The government formulates budget incentives to accelerate the promotion of positions for state civil servants (ASN) who will move to the capital city of the archipelago (IKN). "Yes, we were asked by the President to formulate in detail regarding incentives for the transfer of ASN to IKN, be it incentives in the form of budgets or in the form of acceleration of rank," said Minister for Administrative Reform and Bureaucratic Reform Abdullah Azwar Anas after attending a limited meeting with President Joko Widodo at the Presidential Palace, Jakarta, Antara, Monday, July 1. Azwar admitted that he could not announce the amount of budget incentives for ASN, because it was still being reviewed with the Minister of Finance. However, he continued, the provision of similar incentives is like providing incentives for doctors who work in disadvantaged, frontier and outermost (3T) areas. In providing incentives, the government also calculates the cost of living at IKN, including accelerating promotion for ASN who meet the qualifications. As for Azwar, the stage of moving ASN to IKN is divided into short, medium and future terms, namely for the 2030-2034 period and so on. Azwar said screening or screening of the transfer of ministries/agencies to IKN used screening instruments to screen, identify, select and set the ministry's priorities. The screening of ministries/agencies is carried out in a sequence and systematic manner, using the instrument, namely, the first is related to the definition of the strategic role of ministries/agencies, which are related to competitiveness and economic independence; second, related to the identification of K/L as a decision-making system or defense and security system; third, related to the form of risk. "But the most important thing is that the President said that the transfer of IKN is a strategic step that not only brings physical changes such as buildings or government buildings, but also the transformation of work culture mindset and human resource support," said Azwar Anas.

The President asked the PANRB Ministry to make rigid regulations and details regarding the transfer of ASN to IKN which will be carried out in the near future.
