9 Factions Agree To State Ministry Bill, Legislative Council Of The House Of Representatives: Extraordinary, The Approval Is Short

The nine factions in the Legislative Council of the House of Representatives approved the draft Law (RUU) of the State Ministry into an initiative bill from the DPR. The draft bill will be submitted to the government for joint discussion.

This approval was knocked by the Deputy Chairperson of Baleg and Chair of the Panja Bill of the Ministry of State, Achmad Baidowi or Awiek after hearing the opinions or views of the factions.

"Furthermore, we ask for the approval of the meeting, can we agree to the preparation of the two bills?" Awiek asked in a statement agreeing with all the meeting participants present.

"This is amazing, the approval is short," he continued.

Furthermore, all factions signed the State Ministry Bill Decree. However, for the sake of effectiveness, the meeting was closed first.

"Of course there were many factions who submitted many notes, and that when the discussion will be able to review the bill script that we proposed later. Thank you," said Awiek while closing the meeting.

As for the submission of the mini opinion of the DPR Baleg faction regarding the State Ministry Bill, eight factions agreed, namely PPP, PDIP, PAN, Golkar, Gerindra, NasDem, Democrats and PKB. Meanwhile, PKS stated that it agreed with the notes.

For information, there are two contents of the State Ministry Amendment Bill that have been decided by deliberation and consensus. Namely, the explanation of article 10 is deleted, changes to article 15 and additions to provisions regarding the task of monitoring and reviewing laws in the Closing Provisions.

The explanation of article 10 which was deleted is in accordance with the decision of the Constitutional Court (MK) Number 79/PUU-IX/2011 concerning Article 10 which contains the word deputy minister is a career official in the explanation of the State Ministry Law. This bill removed the deputy minister as a career official and not a cabinet member according to the Constitutional Court's decision.

Then the amendment to article 15 which regulates 34 ministry posts in government. In the draft of the Ministry Bill, the number of 34 cabinets was removed and replaced with the provision that the number of cabinets was fully handed over to the elected President taking into account efficiency and effectiveness.

The DPR Baleg claimed that the revision of the State Ministry Law was carried out to make it easier for the elected president to develop his cabinet in accordance with government needs.

"The amendment to Law Number 39 of 2008 concerning the Ministry of State aims to make it easier for the President to develop the state ministry because it clearly and firmly regulates the position, duties, functions, and organizational structure of the state ministry in accordance with the Constitutional Court's Decision and the President's need in realizing good, democratic, and effective governance," said Awiek.
