Achsanul Qosasi Asked By Ex-Director Of Bakti Kominfo Manipulation Audit Results

JAKARTA - Member III of the inactive Supreme Audit Agency (BPK) Achsanul Qosasi admitted that he was asked by former President Director of BAKTI Kominfo Anang Achmad Latif to manipulate the results of the BPK audit of the Base Tranceiver Station (BTS) 4G 2021 BAKTI Kominfo project.

The manipulation of the audit results, he said, so that the realization of the construction of the 4G BTS tower was recorded to have reached 100 percent or around 3,700 towers.

"He only asked me for help so that what he submitted was 3,700 received, that it was 3,700 towers," said Achsanul during the trial of the defendant's examination at the Jakarta Corruption Court (Tipikor), reported by ANTARA, Tuesday, May 14.

Based on the BPK audit and confirmation in the field, Achsanul said that the realization of the construction of the 4G BTS tower carried out by Anang only reached around 2,900 towers with 1,100 towers already on and around 1,900 towers have been established but have not been handed over.

Thus, he continued, Anang also asked for the phone number of other people close to Achsanul to discuss the case because Achsanul's phone number was considered difficult to contact and rarely replied to short messages.

When giving the phone number of the closest person, namely Sadikin Rusli, to Anang, Achsanul admitted to including the code 'Garuda' to make it easier for Anang to contact Sadikin.

"The code was not meant to hide something because at that time I didn't think there was money, this was not a matter of money," he said.

Achsanul was charged with accepting bribes worth US$2.64 million or equivalent to Rp40 billion to conduct an examination of the BTS 4G 2021 project carried out by BAKTI Kominfo.

The bribe money was received from the Director of PT Multimedia Berdikari Sejahtera Windi Purnama with the source of money from the Commissioner of PT Solitech Media Synergy Irwan Hermawan on the orders of the President Director of BAKTI Kominfo Anang Achmad Latif to be handed over to the defendant through the private sector who is also Achsanul's confidant, Sadikin Rusli.

The provision of bribes with the intention that Achsanul helps check the work of BTS 4G 2021 carried out by BAKTI Kominfo in order to get fair results without exception (WTP) and find no state losses in the implementation of the project.

Achsanul's actions are as regulated and threatened with crime in Article 12 letter e, Article 5 paragraph (2), Article 12 B, and Article 11 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 in conjunction with Article 55 paragraph (1) 1 of the Criminal Code.
