DPPP) Suharjito who was charged with giving bribes worth a total of IDR 2.146 billion consisting of 103 thousand US dollars (around IDR 1.44 billion) and IDR 706,055,440 to former Minister of Maritime Affairs and Fisheries Edhy Prabowo.

"The Minister said to me, 'Mr. Fickar has just passed the company, the goods are already at the airport if the export fails because the letter doesn't come out, the goods will suffer losses, we are the ones with problems.' Finally, Zulficar signed the required documents for PT Aquatic SSL Laut Rejeki, PT Tania Asia Marina, UD Samudera Jaya, PT Grahafoods Indo Pasifik and PT Indotama Putra Wahana.

"After I signed the 5 company documents and the next week I submitted my resignation. On July 13, 2020 I made a resignation letter, I submitted it on July 14 and last July 17 I entered the office," said Zulficar.

According to Zulficar, apart from the 5 companies, in June 2020 there were already 2 companies that had time to export lobster seeds without his knowledge, namely PT Aquatic SS Lautan Rejeki and PT Tania Asia Marina.

"Indeed, administratively the documents have been completed, but I am not sure that within 1-2 months the restocking and cultivation will be successful because it should take a year for the company to be successful in cultivation. I asked where is the director general of cultivation, where is the director. ? Because in my opinion it is invalid, "said Zulficar.

Zulficar admitted that he had also reported this to the Inspectorate General of the KKP because he was not sure about the mechanism for providing recommendations for export companies.

"Even though I depend on the system, there is a Directorate General of Supervision, Directorate General of Cultivation, Directorate General of Quarantine. My duties in capture fisheries have all been fulfilled, even though logically it is not right and I know that the PNBP (Non-Tax State Revenue) regulation has not left the Ministry of Finance so that the state revenue from Around 40 million lobster seeds are exported, only around Rp. 11 million because it follows PP 75 of 2015, that is, per 1,000 lobster seeds only counts Rp. 250, "explained Zulficar.

Zulficar admitted that from the beginning Edhy Prabowo had intended to export lobster seeds supported by advisors and stakeholder committees.

"The minister has 13-14 advisors and a stakeholder committee for community outreach, so the advisors and committees know the process and are also 'backed up' by the law firm," he said.

The advisors at the KKP include former Minister of Marine Affairs and Fisheries, Rokhmin Dahuri, as the coordinator, Bayu Priyambodo and Effendy Gazali.

"Effendy Gazali is said to be active and has experience in cultivation, but of course I don't know," said Zulficar.
