This alleged corruption case began when RSUD Dr Mohammad Soewandhie Surabaya procured Cath Lab and CT Scan. The procurement uses the SKPD DPA for the 2012 budget year, with details of the Cath Lab medical devices of IDR 17.05 billion and CT Scan of IDR 14.5 billion. "The procurement of Cath Lab and CT Scan medical devices itself began in 2011 where starting from the stage of budget planning, planning and the auction process, the implementation of work and payments," he said. However, it was found that there were allegations of unlawful acts that occurred in the process of procuring goods and services, including by appointing one of certain products. So, based on the investigation and investigation process, the RP who is a doctor is determined as a suspect. "The results of the calculation of state financial losses carried out by BPK RI amounted to Rp. 13,213,174,883," he said. Then, in handling this case, investigators have transferred the case files to the Attorney General's Office. The delegation was carried out after investigators completed the formal and material shortages on the instructions of the research prosecutor. "After the investigators completed the formal and material instructions, then on January 16, 2024, they sent back the case file on behalf of the suspect RP to the Attorney General's Office," said Trunoyudo.

In this case, the suspect RP is suspected of under Article 2 paragraph (1) and / or Article 3 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) 1st of the Criminal Code.
