Minister Hadi Says Electronic Land Certificates Have Been Implemented In 13 City Regencies

JAKARTA - Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Hadi Tjahjanto said the issuance of land certificates electronically had been implemented in 13 districts/cities throughout Indonesia.

"Especially in 13 regencies/cities that we have declared into complete cities or complete districts," said Minister Hadi after the Submission of Technical Assistance Results for Spatial Planning Detailed Plans (RDTR) through the Budget for Additional Expenditures for the State General Treasurer Budget (ABT BA BUN) in Jakarta, Wednesday, January 10, was confiscated by Antara.

Hadi ensured that people who completed the certificate process after the launch of the electronic certificate immediately received electronic documents, especially in 13 regencies/cities that were declared as complete cities or districts.

Therefore, he asked regions that have been active in issuing land certificates, to start implementing electronic certificates as an effort to increase efficiency and accessibility, in addition to progressive steps to abandon manual approaches.

"We continue to carry out electronic certificates, including for people who complete certificates after the electronic certificate is launched so that we will immediately issue electronics," said Hadi.

Minister Hadi emphasized that the transformation in the issuance of certificates electronically will be easier, especially because the data entered into the Land Data and Information Center (Pusdatin) is also electronic.

"But some areas that also issued certificates this month have been ordered to be issued electronically. So, we have implemented everything," he said.

According to Hadi, the application of electronic certificates is a strategic step towards modernizing land administration which brings benefits of efficiency and ease of access for the community.

"It's easier to be electronic than manual, because the data we put in the Pusdatin is also electronic if we manually return, eating will return to the manual system. It's better if we take it out directly electronically," said Hadi.

Several regions in Indonesia that have been declared as Complete Cities/Regencies are Central Jakarta City, North Jakarta, and West Jakarta in DKI Jakarta.

Then, Surakarta City and Tegal City in Central Java, Madiun City in East Java, Yogyakarta City, Bontang City in East Kalimantan, Denpasar City and Badung Regency in Bali, Metro City in Lampung, and Bogor in West Java.

Secretary of the Directorate General of Land Survey and Mapping of ATR/BPN Space Fitriyani Hasibuan explained that the benefits of realizing Complete Cities/Regencies are to accelerate administrative services, namely complete and validity of land area data. That way, land service activities can be fully electronic and automatic based.

Then other benefits, namely reducing dispute opportunities and land conflicts. With complete and validity of land area data, confidence in boundary point data can increase and can be returned in the field, so that disputes and conflicts can be resolved.

In addition, with the realization of a Complete City/Regency, it narrows the space for the land mafia to move, so that it can prevent the mode of document forgery for land registration that has not been certified.

The last benefit is regional development. According to Fitriyani, completeness of land area data, coupled with three-dimensional information, is very useful for regional development and spatial planning.
