Bawaslu Review Alleged Violations Of DPT 2024 Election Data Leaks

JAKARTA - Member of the Election Supervisory Body (Bawaslu) Lolly Suhenty said his party was reviewing alleged violations in the leakage of the 2024 Election Fixed Voter List (DPT) data in the General Election Commission (KPU) system.

"Bawaslu is currently conducting a study on whether there are allegations of violations of Article 84 and Article 85 of Law (UU) Number 23 of 2006 concerning Population Administration and provisions of Article 35 to Article 39 of Law Number 27 of 2022 concerning Personal Data Protection," said Lollydilansir ANTARA, Saturday, December 2.

Lolly also ensured that Bawaslu's data copy from the KPU was general or not specific data, although the Chairman of the Indonesian KPU Hasyim Asy'ari said that the leaked DPT data was also owned by Bawaslu and the political parties participating in the 2024 General Election.

"Bawaslu ensures that the elements of data submitted by the KPU to Bawaslu are general in nature, not including specific data; while the news circulating states that leaks include NIK (Population Identification Number), date of birth, to address," explained Lolly, who is also the coordinator of the Prevention, Community Participation Division, and Bawaslu Public Relations.

According to Lolly, the KPU, through district and city KPUs, in compiling a voter list using the Voter Model A-Daftar Form; containing 13 data elements in the form of Family Cards (KK), NIK, name, place of birth, date of birth, marriage status, gender, road address or dukuh, RT/RW, disability, status of e-KTP selection, and information.

Then, the KPU gave a copy of the recapitulation of the national level DPT data to Bawaslu.

"The DPT examination in the Model A-Daftar Form of Voters given to Bawaslu consists of seven elements of data, namely name, gender, age, road address or dukuh, RT/RW, information," explained Lolly.

He emphasized that all copies of voter data in digital form, provided by the KPU to Bawaslu, are related to data elements, are general and in irreversible formats.

Meanwhile, the Director of Cyber Crime (Dirtipidsiber) of the Criminal Investigation Unit of the National Police Brigadier General Adi Vivid A. Bachtiar said that his party found allegations of leakage of voter data on the kpu.go.id site through cyber patrols carried out by investigators from the Directorate of Cyber Crime (Dittipidsiber).

This is related to the emergence of an anonymous hacker named "Jimbo" who claims to have hacked the KPU website and accessed voter data from the site.

The account shares 500 thousand example data in one upload on the BreachForums site. The site is usually used to sell hacked data.

After screening, found 204,807,203 unique data. This figure is almost the same as the number of voters in the KPU's Permanent Voter List (DPT) which reached 204,807,222 voters from 514 districts and cities in Indonesia and 128 representative countries.

The data that was successfully accessed by "Jimbo" includes personal information, such as NIK, KK number, ID card number, voter passport number abroad, full name, gender, date of birth, place of birth, marriage status, full address, and polling code (TPS).
