Regarding The Discourse Of 4 In 1 In Jakarta, PDIP Calls No Positive Impact And Significantly Reduces Air Pollution

Chairman of the PDIP faction of the DKI Jakarta DPRD, Gembong Warsono, assessed that the government's plan to implement a 4 in 1 or four system in one four-wheeled vehicle to reduce the number of vehicles passing through Jabodetabek, especially Jakarta, was not effective.

Gembong also did not agree if this vehicle restriction policy was implemented. According to him, 4 in 1 does not have a significant impact on efforts to control air quality.

"4 in 1 is not effective. The 3 in 1 system that has been running, in fact, has not had a positive impact," said Gembong to reporters, Friday, August 18.

Reflecting on the implementation of 3 in 1, many people outsmarted it by using jockey services that were transported on the road to be able to pass, before the government finally stopped the policy.

"In fact, there is a jockey from that policy. Does it have an impact? In my opinion, it doesn't have a positive impact. It must be calculated, the roads with the number of vehicles. Take policies that are in line with the study," he said.

Better, continued Gembong, the DKI Provincial Government has taken policies that have not been implemented until now, such as restrictions on the age of vehicles, where old-age vehicles are prohibited from crossing the streets of the capital.

"Does the DKI Provincial Government dare to take a policy of limiting the age of vehicles? This is an unpopular policy, but when it is taken, the impact will be more devastating to control Jakarta congestion because roads in vehicles are no longer balanced," he explained.

Minister of Transportation Budi Karya Sumadi considers the rules for the use of one four-wheeled motorized vehicle filled with four people or 4 in 1 to tackle air pollution in Jabodetabek.

According to Budi, this can reduce Jakarta's air pollution, which is 40 percent contributed by motorized vehicles. This was revealed by Budi after a limited meeting (ratas) chaired by President Joko Widodo.

"The utility of this vehicle is many who use 1 person or a maximum of 2 people. So, it is considered to make 3 in 1 4 in 1. So, say the ones from Bekasi, Tangerang, Depok they go to the office together, the car changes. So, the number decreases," said Budi at the Presidential Palace, Monday, August 14.

Responding to this, the Acting Governor of DKI Jakarta Heru Budi Hartono admitted that he would review the effectiveness of system 4 in 1 which is expected to reduce the quantity of cars passing through Jabodetabek to reduce air pollution.

"Yes, (the proposal for 4 in 1) will be discussed later, in about two weeks (the discussion will be held)," said Heru, Tuesday, August 15.

Heru also admitted that he did not know for sure whether the implementation of the 4 in 1 system would be effective in order to reduce pollution in Jabodetabek, especially in DKI Jakarta.

"It's still being discussed, I can't (give information) such details," said Heru.
