So Cawagub DKI, Riza Patria Must Resign From The DPR

JAKARTA - DKI DPRD Gerindra Faction Advisor Mohamad Taufik sighed when the DPRD leaders decided to oblige the deputy governor candidate of DKI to not have the status of state or regional officials.

The reason is, previously Taufik wished that the cawagub had to leave his previous position if he had been definitely elected as Deputy Governor of DKI, not when the candidate was determined.

However, the official decision contained in the DKI DPRD Rules of Procedure did not match Taufik's expectations. Article 44 states that a person who is nominated as a deputy governor must resign from the position of DPR, DPD, DPRD, TNI, Polri, and PNS.

This made Ahmad Riza Patria, the vice governor who was promoted by Gerindra, had to send a letter of resignation from the position of Deputy Chairman of Commission V of the DPR RI, which had only been held since October 2019. This letter became a requirement as a definitive determination for Deputy Governor of DKI.

"The resignation letter (from DPR members) has been made. Later it will be sent to the DPRD voting committee for verification," said Taufik when met at City Hall, Jalan Medan Merdeka Selatan, Central Jakarta, Friday, February 21.

Like it or not, Riza must gamble on fate. If he is not elected as Deputy Governor of DKI, Riza cannot return to the Senayan Parliament because he has resigned. However, Taufik stated that Riza was ready for whatever the result of the competition for the number 2 seat for DKI.

"(Riza) is ready, people want to go forward to become Deputy Governor, not ready, really," he said.

For information, the Rules (Tatib) regarding the election of the Deputy Governor of DKI have been ratified by the DKI DPRD. This rule will be used by the voting committee (panlih) as a reference for the election mechanism.

In the near future, the DPRD will form a committee, consisting of a chairperson and members structure. This committee comes from the respective representatives of all factions in the DPRD. There were exceptions which were agreed upon verbally by all DPRD members. Three factions, namely Gerindra, PKS, and PDIP may not be chairperson of the committee.

"The chairperson of the committee is not from Gerindra, PKS and PDIP. So, the position of chairperson of the committee is handed over to 6 other factions," said DPRD Chairman Prasetio Edi Marsudi.

The reason for the ban, said Prasetio, was to avoid suspicion of political games. Given, Gerindra and PKS are the parties that bear the two candidates, namely Ahmad Riza Patria and Nurmansjah Lubis.

Meanwhile, the reason for the ban on the chairperson of the PDIP committee was to avoid a conflict of interest from Prasetio, who is from the PDIP faction. Given, Prasetio holds the highest position in the DKI parliament.

In addition to the selection of the nomination documents, the election committee will arrange a fit and proper test mechanism. In the fit and proper test, the DPRD did not present experts.

Later, a fit and proper test will be formed openly in a plenary session. First, the two candidates were asked to convey their vision and mission in helping DKI Governor Anies Baswedan to lead Jakarta.

After that, it was followed by a question and answer discussion between DPRD members and the cawagub. The test is carried out in a plenary meeting.

Until finally, each faction gathered to vote (voting) in private. Then, the results of the votes were read out again in the plenary meeting until one name was elected as Deputy Governor of DKI.

There are conditions on which the selection process should be held. The election plenary meeting will be held if the number of members of the DKI DPRD who are present meets the quorum requirements, namely 1/2 of the total members of the DPRD. The elected Cawagub must get 50 percent + 1 of the number of DPR members present.
