JAKARTA - The Director General of Culture at the Ministry of Education and Culture, Hilmar Farid, stated that there is an unequal understanding, especially in the government at the sub-district level, which is an obstacle to the implementation of new Identity Cards (KTP) for Trust Illustrants.
"Indeed, in the implementation there are challenges here and there, in the sense that the apparatus in the field at the sub-district level has not all been evenly distributed," he said in Solo, Central Java, Antara, Wednesday, July 19.
Hilmar said that not many governments at the sub-district level understand the Constitutional Court Decision Number 97/PUU-XIV/2016 concerning the judicial review of the Population Administration Act.
The Constitutional Court Decision Number 97/PUU-XIV/2016 allows adherents of the flow of trust to include their beliefs in the religious columns in the Family Card (KK) and KTP.
With the Constitutional Court's decision, the religious column on the ID cards of the Trustees in Trust in the Godhead of YME from what they previously did not provide information or chose one of the six religions recognized in Indonesia.
Hilmar explained that there are still many governments at the sub-district and district/city levels who question whether or not it is permissible when there are insults who want to change their ID cards.
“ Incommensurate understanding regarding applicable regulations, sometimes Dukcapil has a question whether it's okay. If they haven't received from their immediate superiors (they don't want to print a new ID card), usually it hinders the process,” he said.
Therefore, the Ministry of Education and Culture continues to disseminate and communicate about this policy to regional heads down to the sub-district level, considering that they have not received complete information.
Hilmar realized that this policy would not be accepted simultaneously by the entire community, so that the central government chose to go through the socialization process so that the general public and government could accept Trust Invitators.
"It is certain that everything requires a process and we choose a soft path, which really prioritizes acceptance first, because recognition without incomplete acceptance," he said.
However, said Hilmar, so far there has been no resistance or disapproval from the wider community of the new KTP for this Trust Impact.
“ So far no, resistance in the sense of not allowing it does not exist. This is a matter of the constitution, it is not a matter of our desire for innovation, but there has been a decision by the Constitutional Court and we emphasize its constitutional rights,” he said.
