In Front Of DPR Members, Minister Of Transportation Budi Karya: Ministry Of Transportation Reallocated IDR 12.44 Trillion Budget To Buy Vaccines

JAKARTA - The Ministry of Transportation (Kemenhub) has reallocated the 2021 budget of IDR 12.44 trillion for the purchase of the COVID-19 vaccine, so that the ministry's total budget this year is only IDR 33.22 trillion.

Minister of Transportation (Menhub) Budi Karya Sumadi in a working meeting with Commission V DPR in Jakarta, Monday, explained that the Ministry of Transportation's budget allocation for 2021 is IDR 45.66 trillion.

However, based on the Minister of Finance's letter No. S-30 / MK.02 / 2021 dated January 12, 2021 regarding Refocusing and Reallocation of K / L Expenditure in 2021, there is refocusing and reallocation of IDR 12.44 trillion (27.22 percent) from the initial ceiling of IDR 45. 66 trillion, so that the Ministry of Transportation's budget allocation is Rp. 33.22 trillion.

"Refocusing and reallocation are aimed at securing the implementation of vaccine procurement and the national vaccine program, handling COVID-19, social protection and accelerating PEN," said the Minister of Transportation quoted from Antara, Tuesday, January 26.

Second, refocusing and reallocation policies carried out, namely by making savings on expenditures originating from pure rupiah, goods and capital expenditures (non-operational expenditures), honorarium spending, official trips, meeting packages, service spending, assistance to communities / local governments that are not direction of the President, construction of office buildings, procurement of vehicles and equipment / machinery, remaining tender and / or self-managed funds, as well as capital expenditures outside the National Economic Recovery Program (PEN) and National Priority (PN).

The details of refocusing and reallocation of Ministry of Transportation expenditure in 2021 in detail per work unit within the Ministry of Transportation are as follows: Directorate General of Land Transportation (originally IDR 7.63 billion to IDR 5.64 billion), Directorate General of Railways (originally IDR 11 billion to IDR 8.11 billion), DG Sea Transportation (originally Rp.11.35 billion to Rp.8.14 billion), Directorate General of Civil Aviation (originally Rp.10.47 billion to Rp.7.43 billion), BPSDM (originally Rp.3.69 billion to Rp.2.72 billion, Transportation Research and Development Agency (originally Rp. 197 , 99 billion to IDR 158.39 billion), BPTJ (originally IDR 450.59 billion to IDR 328.93 billion), the General Secretariat (originally IDR 725 billion to IDR 575 billion) and the Inspectorate General (originally IDR 123 billion to IDR 90 billion).

On the same occasion the Chairman of Commission V DPR RI Lasarus conveyed a number of conclusions from the meeting, namely, first to express his appreciation for the achievements of the Ministry of Transportation's financial and physical realization in 2020 where financial realization reached 95.58 percent and physical realization reached 96.9 percent and then asked for Ministry of Transportation to continue to increase budget absorption in the coming years.

Then for program funding that was not realized in 2020 (amounting to Rp1.6 trillion or 4.42 percent of the total budget), Commission V DPR RI asked the Ministry of Transportation to take strategic steps to overcome this so that in the future it does not happen again.

Second, Commission V DPR RI is concerned about the amount of cutting and refocusing / reallocation of the 2021 State Budget based on the Ministry of Finance's letter of IDR 12.44 trillion (27.22 percent) of the Ministry of Transportation's total budget ceiling of IDR 45.66 trillion which could interfere with existing programs / activities in Renstra / RPJMN in the transportation sector.

Commission V DPR RI agrees with the Ministry of Transportation in refocusing / saving and reallocating expenditure for FY 2021 programs / activities to continue to pay attention to the National Priority Program and the additional allocation of the Labor Intensive Program which provides the greatest benefit to the community during the pandemic period according to the advice and input of Commission V DPR RI.

Third, urge the Ministry of Transportation to take preventive / mitigation actions in the midst of the recent threat of natural disasters against the Ministry of Transportation's strategic assets such as airports, ports, stations and terminals.

Fourth, ask the Ministry of Transportation to support programs / activities related to connectivity and accessibility, for example reactivation of railroad tracks, increasing the number of public road signs and lighting, improving port facilities and infrastructure as well as tight supervision of Over Dimension Over Load (ODOL) vehicles.
