NasDem Legislator: Sad, Ratification Of The PPRT Bill Is Tackled By The Leadership Of The DPR

JAKARTA - Member of Commission IX of the DPR from the NasDem Party faction, Irma Suryani Chaniago, criticized the leadership of the DPR who postponed the Draft Law on the Protection of Domestic Workers (RUU PPRT) to be brought to a plenary meeting to be ratified as a DPR initiative bill. Irma assessed that the leadership of the DPR can be declared to have violated human rights (HAM) and the constitutional rights of citizens for tackling the umbrella of the protection law for workers.

"Maris saya mendengar, sekali lagi RUU PPRT dijelang bahkan oleh para pimpinan yang diamanahkan untuk memberikan kepihaknya pada rakyat yang menurukkan mereka pada kursi kekuasaan!" ujar Irma kepada wartawan, Kamis, 9 Maret.Menurut Irma, pimpinan DPR tidak melaksanakan fungnya dengan baik karena tak mau membawa RUU PPRT diagendakan dalam rapat badan musyawarah (Bamus). Dia menilai, keputusan pimpinan DPR asama mementah aspirasi masyarakat yang memilihnyam sebagai wakil rakyat.

"Once again I say that the leadership of the DPR does not carry out its function as representatives of the people. I don't know what the urgency is until they ignore the justice and rights of the representatives who vote and position them as leaders in the House of Representatives of the People. The leadership of the DPR should know where they can get to the seats they occupy," he said.

The NasDem legislator for the South Sumatra electoral district revealed that the PPRT Bill has been included three times as a prolegnas. However, it has not been approved as a product of the law. "This means that it has been more than 15 years back and forth like the investment in the PHP (false hope giver) of the people's representatives! As a representative of the people, I do not accept this arbitrary treatment," he protested. He also questioned the reasons for the difficulty of the DPR leadership to ratify the PPRT Bill which is very meaningful for household workers. In fact, their right to protection is the same as other jobs. "The protection and right of PPRT is the same as that of other Indonesian citizens! Why are others protected and recognized for their rights in the regulation (UU)? Why is it not PPRT? Why are their representatives actually discriminating them? The important question is 'are they not considered as citizens who must be protected by their rights and obligations?' Irma asked. Irma added, his concern about the PPRT Bill increased because the DPR leadership seemed to have no time to deal with the bill. In fact, there are other laws that can be revised and accelerated.

"How can I not be concerned, sad and furious? The existing laws of the DPR already have time to revise them, why do they postpone the protection of the small people's rights? Do they postpone the postponement? Is it because this bill is considered not sexy? Not commercial compared to the revision of the health law, the omnibustremakker is discussed fast? According to Puan, the PPRT Bill still needed further investigation so that the agenda of the PPRT Bill at the Deliberative Body (Bamus) meeting was postponed.

Based on the decision, continued Puan, the PPRT Bill could not be brought to the DPR Plenary Meeting to be ratified as a DPR initiative bill because it had not been discussed in the Bamus Meeting.

"Therefore, the PPRT Bill has not been scheduled in the Bamus Meeting to be scheduled in a plenary meeting to approve the bill as a Bill on the Proposal of the DPR Initiative," explained Puan.

The former Coordinating Minister for Human Development and Culture emphasized that in order to bring him to the plenary session, the PPRT Bill must first be discussed in the deliberation body meeting. Puan reminded that the legislative discussion must follow the existing mechanism.

"According to the rules, before being brought to the Plenary Meeting, you must first get approval at the Bamus Meeting," he said.

Nevertheless, the chairman of the PDIP DPP ensured that the DPR would consider the input and aspirations of the community in the formation of legislation.

"The DPR RI will consider the aspirations of the community by taking into account the current situation and conditions," he said.
